| With the development of Chinese higher education, in nineteen ninties, the modeof higher education has been transferred from elite to popularization and managementmode has also been changed from the central government’s management into the centralgovernment and local government’s coordination management, and then graduallyformed the new management system with provincial government priority to centralgovernment. the central government was in the charge of the higher education ‘smanagement and development for a long time, the scale of Chinese higher educationhas expanded unexpectly with the change of management system of highereducation.The central part college has been transferred and controlled by localgovernment as the local universities, which has become the main power of developmentin higher education, meanwhile, it increased the financial pressure from provincialgovernmental to higher education’s investment. Shift of mode and enrollment expansionburden local government financial investment, and then imbalance in regional economylargely influences the difference in the local government higher education investment.The development level of different areas also plays a decisive role in higher educationinvestment.This paper is a reference study with the higher educational local colleges anduniversities as the research object; with the sequence of time and space as the two basicpoint dimensions. Through the study of the National Bureau of Statistics" EducationalFinance Statistical Yearbook of China", and" Statistical Yearbook of China" the datumpublished over the years, the content of which including the data of budgetaryeducational funds, provincial GDP, provincial finance income, number of students perone hundred thousand population, the regional local higher school student number andother data, through the method of EXCEL and SPSS statistical software, the author aimsto make difference analysis, correlation analysis and regression analysis. Through theanalysis of influential factors within provinces and autonomous regions on thedifferences of local higher educational investment, the author aims to find out therelated problems exist in the local higher education investment, and then give relatedproposals to the local government for the further development of a balanced highereducation. |
