The agricultural and pastoral areas of Tibet are vast in territory,with a small population density.In the past,the elementary education of Tibet is weak,because of poor economic conditions.In recent years,the government has invested large amounts of money into the elementary education,and implements a balanced policy,aiming to improve the education quality of village to city standards.So education conditions have been improved significantly in these areas.Teaching points which scattered about like the stars once upon a time,had been changed into boarding complete primary schools,whose hardware condition is comparable with central provinces in China.All teachers graduate from teachers' college,and they are regular national public servant.All parents support education,and students are enthusiasm for study.Because of the national“Three Guarantees”(“San Bao”)policy,the education doesnot increase the family burden of Tibetan people.However,the education quality of rural area does not advance as we expected.This study suggests,the management disorder is the basic reason of the poor quality of education in rural schools.Not only the management in school can be improved,the manage method of the government education system can also be better.Firstly,high level governments administrate education by improvisation and check the performance of teachers frequently,which has harassed the normal teaching order.All the teachers have to prepare for the inspection,which means a large amount of written material.By doing this,the precious time and energe which should be used for teaching and self-improvement is wasted.Secondly,as a boarding primary school,all the teachers are obliged to supervise students 24 hours a day,not just teaching them.Doing multiple tasks at once makes teachers exhausted,so they cannot focus on teaching anymore.In view of this,the author suggests that:1.Liberating teachers from a mountain of paperwork and a sea of meetings,as well as burdensome management tasks for students' daily life,which will ensure them enough time for teaching.2.Improving reward standard,enacting elimination criteria and increasing training opportunity for teachers,these measures will motivate them to focus on teaching and self-improvement.3.Raising the pay of teachers to attract excellent graduates for basic education.
