The Central Government's Policy Of Aiding Tibet And The Study Of Tibet's Comprehensive Well-off Society

The report put forward on the 18 th National Congress of the Communist Party of China indicates that the grand goal of building a comprehensive well-off society by 2020 should be guaranteed.This is the the urgent task of the whole party as well as the people across the whole country at the present.However,it is rather difficult for Tibet to realize the goal,restricted by historical factors and its unfavorable natural conditions,especially for the economic construction,social construction and other indexes.China’s central government has successively held six sessions of conferences on Tibet’s construction since the peaceful liberation of Tibet.Tibet’s construction has always been a highly importance of the central government,and the government mobilizes the national power to support Tibet,to transport a large number of outstanding talents,projects and financial supports to it,all of which greatly promotes the economic and social development in Tibet.The 6th Conference for Tibet’s Construction was held as China’s central government seizes the premium opportunity of the comprehensive construction of a well-off society.The conference established the work principle of "ruling Tibet by law;thriving Tibet by making the Tibetan people wealthy;building Tibet on a long-term basis;condensing the wills of the Tibetan people and consolidating the foundation",and decided to strengthen the talents support for Tibet.In the process of supporting Tibet by talent transporting,its key role should be played in building a comprehensive well-off society,and in turn,the goal must be the guidance in this process,based on which the talent-based support policy should be adjusted and optimized so as to get the maximum results.The paper includes Introduction,main body and Conclusion.The first part is Induction.It gives an introduction of the central government’s policy of "supporting Tibet with talents" and the research background,research objective,research significance,research status,methodology,and innovations.It lays a solid foundation for the main body.The second part is the practice of the policy of "supporting Tibet with talents".It contains the basis of the policy,the historical changes,and the achievement it accomplished.According to the presentation of the policy,the importance of the policy in Tibet’s construction is shown.It is helpful in getting a deep understanding of the practice route and key experience.The third part discusses the necessity of continuing implementing the policy in building the comprehensive well-off society.It expounds the necessity in constructing the talent team,achieving the lasting political stability,building the comprehensive well-off society and other aspects.The last part points out that to give full play to the policy of "supporting Tibet with talents" in the process of building a comprehensive well-off society in Tibet.At the macro level,to adjust and optimize the policy based on the goal of building a comprehensive well-off society;to be specific,the policy is the solution to the Tibet "targeted poverty alleviation","full employment",educational business,medical development,social security,etc.The 6th Conference for Tibet’s Construction proposed "to let Tibet and the whole Chinese people of all ethnic groups together enjoy a comprehensive well-off society".In this article,through clarifying the internal link between the central policy and the goal to build a comprehensive well-off society for Tibet,to provide a practical path,key experience.At the same time,the article proposes to adjust and optimize the policy based on the goal,in order to make it more in line with the actual conditions of Tibet and achieve the maximum effect.The effective policy of "supporting Tibet with talents" plays a key role in dealing with Tibet’s current problems in development,and will eventually promote to build a comprehensive well-off society in Tibet.
