With the sustainable development and stability of our economy,many enterprises are restricted by energy problems to varying degrees.Energy problem has been an important obstacle to the development of enterprises.With the sustainable development and stability of our economy,many enterprises are restricted by energy problems to varying degrees.Energy problem has been an important obstacle to the development of enterprises.China’s "12th Five-Year" plan to energy-saving emission reduction as an important constraint index of national economic and social development,strengthen energy conservation priority strategy,implement the dual control of total energy consumption and energy consumption intensity of energy consumption in 2015,the national unit of GDP to 16% lower than in 2010,the total discharge of major pollutants reduced the energy saving and emission reduction index 8% 10%,highlights the government’s determination in terms of energy saving.The government has put the goal of energy management and energy reduction in the "12th Five-Year" plan to be implemented in various places and enterprises.The increasing expenditure on energy consumption by Shenyang Institute of Engineering has put a heavy burden on the school finance.School leadership and energy management department,has begun to realize the school energy management,just from a new technology or a focus on energy consumption,energy consumption cost has not been effectively reduced,should start from the aspects of technology,talent,can effectively reduce energy costs,improve the efficiency of energy utilization system the means of management,reduce energy consumption and reduce energy cost.In this paper,the first to be investigated in Shenyang Institute of Engineering’s energy consumption,and then through the analysis of the current situation of school energy management,from the aspects of measurement equipment,management,personnel structure,and find out the existing problems in Shenyang Institute of Engineering,energy consumption,energy consumption of the unit energy control,distribution and organization,the use of advanced management theory and in the metering equipment,management method,technological transformation and other aspects of the existing management scheme is proposed to optimize,and implement,in order to improve energy efficiency,reduce energy consumption and school expenditure,but also enhance the school staff and students’ sense of social responsibility.In order to guarantee the smooth implementation of the scheme,optimization scheme from the establishment of organizational structure,establish relevant system and equipment system of personnel safety aspects put forward specific implementation guarantee,such as: to establish a management mechanism for school leaders as the core,set up a monitoring platform,the establishment of professional management,maintenance and maintenance team;establish a responsibility system,regular meeting system the emergency plan,and the incentive mechanism;from a series of safety measures for equipment maintenance,management and technology innovation system,such as virus protection.
