The compulsory education problem about migrant children is a special problem in socialtransformation period in China. From last century90s, with the increase of migrant workers andthe change of migration pattern (from single flow to couples flow, now family flow), this madetheir children’s schooling problem became an obvious social problem. The Two Priorities policywas put forward firstly at2001, then national documents continued and strengthen the policy.This research aimed at exploring the private schools’ effect and dilemma under the policy ofTwo Priorities. The author chose Guangzhou Baiyun area to be the case, made researches aboutschools which bear the education of migrant children, and the private schools were the mainresearch object, from the aspects of quantity of schools, quantity of students, teachers, schools’conditions etc. to do research. The author found the private schools were the main schools whichbear the compulsory education of migrant children, they played a huge role in solving thecompulsory education of migrant children, Baiyun area government took the positive attitudeabout the develop of private schools. Meanwhile, the private schools at Baiyun area encounteredvariety of difficulties, such as lack of funds, schools’ poor conditions, misunderstanding and soon. According to the Baiyun area’s specific circumstances and the national policy spirit, theauthor thinks the government of Baiyun area should relax the conditions about private schools,gives special support about school funds, and calls for social people to help schools. The privateschools should stand by themselves, such as broadening funds source, strengtheningmanagement, increasing teachers to improve competitiveness. The government and the privateschools are the main factors of the compulsory education of migrant children, their commonefforts can promote the educational equate, realize urban and rural economic coordinateddevelopment, finally promote social harmonious and stability.
