College teachers are the lifeline of scientific research development in colleges and universities.Therefore,deepening reforms in the evaluation of college teachers' scientific research performance is of profound significance in enhancing university research capabilities and realizing national innovation-driven development.At the same time,it is also an important measure for implementing the ?two-class construction? strategy.This strategy has pointed out the goals,directions,and paths of future development for Chinese universities.However,its successful implementation requires the stipulation and application of performance assessment and management systems for different entities.The basis and the key is the assessment and evaluation of teachers.On November 29,2013,the Ministry of Education has promulgated the Opinions on Deepening the Reform of Science and Technology Appraisal in Colleges and Universities(Teaching[2013] No.3)(the Opinions).It pointed out that the classification evaluation of scientific research personnel in colleges and universities,the establishment of open evaluation mechanism and the appropriate extension of the evaluation cycle according to the types of science and technology activities,discipline characteristics,etc.,indicate that the reform of the system for deepening the research performance evaluation of university teachers has risen to the point where it affects the development of national strategies.The publication of the Opinions has attracted widespread attention from all walks of life.Thus,this study starts at this point.The study is divided into 5 parts.Part one will explain the background of the study and then raises issues.Under the background of the national innovation system construction and the "double first class" construction,which calls for strengthening the scientific research innovation and needing a scientific and reasonable performance appraisal management system successively,the state has issued the Opinions in response to these requests.The Opinions has been published for more than 3 years.What it is worth studying is its great changes brought about to the college teacher performance evaluation system as well as the present situation of the evaluation system.Part two is an introduction of the theoretical foundation of teachers' scientific research performance evaluation system and its course of reform and development.To define the key concepts involved in the research,such as scientific research performance evaluation and performance evaluation satisfaction,etc.and to discuss the key theories supporting research,such as hygiene-motivational factors theory,fairness theory and customer satisfaction theory,etc.make the research more powerful with theoretical support.What this thesis aims at is to provide references for improving the evaluation system by sorting out the reform process of the evaluation system,summarizing the characteristics of the evolution of the system and finding out the trend of reform.The third part of this thesis is an explanation to the questionnaire design,including the design and sample selection of the questionnaire and the reliability and validity test,etc.What this questionnaire for is to investigate the current status of evaluation system practice.The result shows that the evaluation management authority is mainly concentrated on the school level;the evaluation orientation mainly emphasizes on individuals;the classification of teachers is mainly based on teaching and scientific research;the main evaluation method is measurement evaluation;and most of the evaluation cycle is less than three years.The fourth part will study the satisfaction of teachers' evaluation system from three aspects: micro,meso,and macro.At the micro level,the teachers' satisfaction to the evaluation criteria,classification methods,evaluation indicators,evaluation procedures,evaluation methods,evaluation cycles and utilization of evaluation tends to be ?general?.In addition,the pilot college teachers' satisfaction to the evaluation criteria,evaluation procedures and evaluation methods is lower than those non-pilot colleges and universities.Western college teachers are less satisfied with the use of classification methods,evaluation indicators,evaluation cycles and evaluation results than those in the eastern,northeast and central China.The "985 Project" college teachers' satisfaction with the use of the evaluation results was less satisfactory than those in the "211 Project" and general colleges and universities.Social science teachers are less satisfied with the evaluation criteria,classification methods,evaluation indicators,evaluation procedures,evaluation methods,and evaluation cycles than the natural science teachers.Applicative teachers are less satisfied with the evaluation process and evaluation cycle than the teachers specializing in basic research and promotion.Teaching and research teachers are less satisfied with evaluation criteria,classification methods,and evaluation indicators than the teaching-oriented and research-oriented teachers.At the meso level,teachers' satisfaction with categorical evaluation mechanisms,open evaluation mechanisms and long-term evaluation mechanisms tends to be ?general?.On the macro level,teachers' overall satisfaction with the evaluation system tends to be ?general?.As a whole,teachers are not satisfied with the evaluation system.Why teachers are in low satisfaction is that the classification evaluation criteria are not clear;the evaluation period is too short and the design of the evaluation indicators is not scientific.Teachers' satisfaction indicates that the reform of the evaluation system still needs to be strengthened.Reasons for the impediment to reform are that it is subject to the evaluation of ?school brand?.In the part,the motivation theory of knowledge workers will be combined with the use of binary logistic regression methods to determine the satisfaction of teachers that can significantly affect the evaluation system.They are the teacher's individual development,salary,age,working duration,administrative duties and the nature of his or her scientific research.Based on the above research,this thesis will propose the following countermeasures: Improve the classification evaluation index,optimize the classification evaluation function;standardize the academic committee mechanism and strengthen the effectiveness of peer evaluation;formulate a flexible evaluation cycle and strengthen the birth of major scientific research results;deepen the management system reform and establish an opinion feedback mechanism;and establish a reasonable compensation system as well as eliminate utilitarian research motivation.
