In recent years,with the continuous development of economic and social,aging population has gradually become a worldwide problem.In order to cope with the aging of the population and to pay more attention to the employment of the elderly in the world,a series of measures have been put forward to develop the human resources of the elderly and promote the employment of the elderly.However,some experts and scholars are opposed to promoting the employment of the elderly.They believe that promoting the employment of the elderly will cause the elderly to occupy the employment opportunities for young people and should not be encouraged.According to the statistical yearbook,Beijing has entered the stage of population aging in the 90s of last century.It is also facing this contradiction.It is urgent to clarify the relationship between the employment of the elderly and youth employment.This paper combs the theories of employment theory and human capital theory,and analyzes the measures and effect on how to mitigate the problem of population aging in the process of population aging,and draws a conclusion that the development and utilization of the elderly human manpower in the process of population aging.Resources are effective ways to mitigate the negative effects of aging.Then it explains the current situation and influence of population aging in Beijing,and expounds the necessity of developing elderly human resources from the perspective of necessity.Then,using the quantitative analysis method,descriptive statistical analysis and empirical analysis are used to explain the impact of the employment of the elderly in Beijing on the employment of young people.It is concluded that the employment of the elderly does not produce a squeezing effect to the employment of young people,and even sometimes has a positive impact on the employment of the young.Finally,combined with previous studies,we put forward effective policy recommendations for the coordinated development of the elderly and the youth.
