Studying Of Promoting Employment Policies Of Guangdong Communist Youth League For College Students

The effective protection of college students is an important strategic measure about the harmony and stability of the country.To solve the problem of college students' employment difficult and to promote the work of college students has become a major focus of social concern,but also an important task facing the government.The Communist Youth League organization is the party organization of the advanced youth led by the party.It is the bridge and link between the party and the government to connect with the youth.It is necessary to do a good job of organizing the youth,guiding the youth,serving the youth and safeguarding the legitimate rights and interests of the young people in order to fulfill the ‘Expand the party's ruling youth base' this new era of the Communist Youth League's fundamental duties.Helping young people to solve their employment problems is one of the major and arduous tasks of the Communist Youth League.Guangdong Communist Youth League(GDCYL)as a typical representative of the local Communist Youth League,under the guidance of the provincial government and the Central Committee of the Communist Youth League,the joint government ten departments jointly launched the "Youth Pre-employment Training Program"(YPTP)-college students' employment initiative to enhance the action.This paper studies the role of GDCYL in promoting the employment of college students on the basis of carrying out YPTP for three consecutive years.Based on the theory of public governance and the theory of "failure" widely used abroad,this paper analyzes and demonstrates the nature of the "third sector" of the Communist Youth League organization,and discusses the theoretical basis for the CYL organizations to participate in solving the employment problem of college students.This paper analyzes the status quo of the "Youth Pre-employment Training Program" of the GDCYL by means of literature analysis,empirical analysis and field investigation,and analyzes its policies and measures to promote the employment of college students.The study found that YPTP has played a great role in promoting the employment of college students,exploring new paths for the work of the Communist Youth League,and establishing a bridge for the employers to provide professional experience and practical opportunities for college students.At the same time,there are many deficiencies in YPTP,lack of stability in the management of the Communist Youth League,lack of communication with the government departments,poor communication with the employing units;poor participation of the employing units,lack of systematic planning,Relatively simple;college students lack of initiative,planning is not strong motivated impure,quick success,and the degree of social integration is not enough.GDCYL should construct measures to promote the employment service system of college students,and strengthen the cadres' self-construction by clarifying the relations between the government groups,strengthening the contingent of cadres and improving the overall coordination and other measures.At the same time,relying on colleges and universities,competitions,enterprises,private institutions,the media…GDCYL should to carry out diversification to promote employment service network.The innovation of this article lies in the perspective of local Communist Youth League,through three years of stratified research,and strives to explore the construction of a scientific college students' employment service system to explore the ideas and strategies to promote college students employment.
