Research On The Role Of Local Governments In The Integration Of Basic Education And Community Education

Our government and society always attach importance to education-especially the reform and development of basic education.With the development of the times,our government further proposed the "positive development of continuing education,improve the lifelong education system,building a learning society," the grand new goals,community education has been unprecedented to the national education system strategic layout of the new height.In 2016,the Ministry of Education and other nine departments jointly issued On The Further Development of Community Education,which requires "sharing resources with each other,encouraging all levels of schools to take full advantage of venues facilities,curriculum resources,teacher resources,teaching equipment,arranging other activities in community education,and promoting the orderly distribution of ordinary primary and secondary school to help the communities.In March 2017,the word " community " was been mentioned twice in the Guidance on Doing a Good Job of Primary and Secondary School Students' Service issued by the Ministry of Education.Saying that for the schools that do not have the conditions but have after-school service demands,the Education Department need to actively coordinate with schools,communities,off-campus activities and other resources.Also,they should encourage primary and secondary schools corporate with organizations to carry out comprehensive practical activities,or lead students to the community,enterprises and institutions to carry out social practice activity." All the information indicate that in the current China,community education and basic education will be gradually integrated,and shoulder the responsibility to the country to build a network,digital,personalized,life-long education system,as well as build a "everyone can learn,everywhere can learn,always learn" society.The author chooses the local government of Changchun City as the specific research scope to explore the integration of basic education and community education.The paper is divided into the following four parts:The first part is the preface;the author mainly discusses the research background,literature review and research methods and research ideas.In the second part,the author illustrates the role that local governments should play in the integration of basic education and community education.In the third part,the author elaborates the problems existing in the development of basic education and community education at the present stage.In the fourth part,the author puts forward the countermeasures and suggestions of the local government in promoting the integration of regional basic education and community education.
