With the acceleration of economic globalization and the transformation of higher education from elite education to mass education,the development of education determines the country's economic strength to a certain extent and determines the position of a country in international competition.Higher vocational education as an important part of China's education system,shoulder the important mission of cultivating high-level skilled talents for the country,plays an important role in industrial upgrading and technological innovation in China,and state-owned assets of higher vocational colleges are also state-owned assets It is an important material guarantee for higher vocational colleges to engage in teaching and scientific research.It is the basis for the survival and development of higher vocational colleges.With the increase of college enrollment in recent years,the expansion of the scale of running schools,the change of the investment system and the sources of funds have made the state-owned assets of higher vocational colleges increasingly diversified and complicated.The new situation puts forward new requirements for the state-owned assets management of higher vocational colleges,and puts forward higher challenges to the performance evaluation of state-owned assets management of higher vocational colleges.The performance evaluation of state-owned assets management is one of the important contents of the national economic management.It is a strategic measure to protect the state-owned assets and enhance the value-added of the state-owned assets management in higher vocational colleges.The study and discussion of the performance evaluation of state-owned assets management in higher vocational colleges will help the higher vocational colleges to scientifically locate and formulate long-term development strategies,reduce the running cost of educational undertakings,optimize the allocation of educational resources and promote the construction of economized campus.In this paper,the background,the significance of the study,and the relative viewpoints of the domestic and foreign scholars on the management and performance evaluation of the state-owned assets are introduced.The research methods such as comparative method,document method and case method are introduced in this paper.Ideas.Secondly,it expounds the concepts of state-owned assets,state-owned assets of state-owned assets,state-owned assets management and performance evaluation,and explains the theories of property rights theory,principal-agent theory and input-output theory.On the basis of analyzing and comparing the performance evaluation of state-owned assets,this paper discusses the design principles and evaluation methods of state-owned assets management performance evaluation system of higher vocational colleges,and selects the evaluation index as the basis to establish the evaluation model.At last,taking the Gansu Electrical and Mechanical Technology Institute as an example,this paper makes an empirical analysis on the performance evaluation of the state-owned assets management of Gansu Mechatronics Vocational and Technical College,analyzes the root causes of its management defects and puts forward the countermeasures to improve the management performance of state-Measures.
