| The preservation and appreciation of state-owned assets is the material basis for state institutions at all levels to achieve governance goals and provide public goods and services.College assets are state-owned assets invested by the state finances and accumulated with the development of colleges and universities.They are the basis and material guarantee for colleges and universities to provide public higher education services to the society.With the gradual expansion of the proportion of operational state-owned assets in the assets of colleges and universities,the rational and effective use of operational state-owned assets to realize the preservation and appreciation of assets has become an important issue for college asset management.The management of operational state-owned assets in universities is the allocation and use of national resources from the macro perspective,and the rational planning and scientific operation of their own resources from the micro perspective.The ultimate goal of operational state-owned assets management in universities is to prevent the loss of state-owned assets,ensure the preservation and appreciation of assets,improve the economic and social benefits in the use of operational state-owned assets,and consolidate the foundation for the long-term development of schools.This research is based on the theory of new public management and principal-agent theory.Firstly,it summarizes the status quo of state-owned assets operated by S University through the literature research method,case study method and experience summary method,and analyzes the problems existing in the management of value preservation and appreciation.:First,the management unit has overlapping responsibilities and mismatched powers and responsibilities;second,the construction of professional talents is not strong;third,the effective use of intangible assets is insufficient;fourth,the quality of outbound investment operations is not high,and the rate of asset appreciation is low.Subsequently,this article comprehensively analyzes the reasons for these problems from three aspects:strategic height,supervision and assessment,and awareness of property rights.The reasons for these problems are the lack of reasonable strategic management thinking;the lack of effective performance evaluation mechanism and the lack of good awareness of property rights investment.Secondly,summarize and sort out the advanced experience of the six domestic and foreign universities in the practice of asset value preservation and appreciation.Finally,according to the characteristics of S University,the management optimization path of the school’s operational state-owned assets on the issue of value preservation and appreciation is proposed.The study believes that the preservation and appreciation of the operational state-owned assets of S University should be optimized from five aspects:strategic objectives,organizational level,human resources,performance evaluation and capital operation.The first is to formulate a strategic goal that is consistent with the preservation and appreciation of assets and the goal of "double first-class"construction.The second is to build a three-level organizational structure of state-owned assets management committees,non-operating and operating state-owned assets management committees,and grassroots management units at all levels to form a trust-agent relationship of operating state-owned assets with clear rights and responsibilities.The third is to build an operational state-owned asset operation team with a high degree of specialization in finance,finance,and markets,and a strong awareness of asset value preservation and appreciation.The fourth is to establish a performance evaluation mechanism to evaluate the maintenance and appreciation of operating state-owned assets.Fifth is to give full play to the important platform role of state-owned asset management companies in the operation of state-owned assets of S University:improve state-owned assets management by strengthening the awareness of capital management value-added,focusing on the transformation of intangible asset management,integrating school innovation and entrepreneurship,and enriching the industrial investment layout.The company’s investment operate efficiency ensures that the value of the state-owned asset management of S University is maintained and increased. |
