Community is the basic unit of a city.China has entered a new era,full of opportunities,but also facing greater challenges,especially in governance.As early as 2013,the CPC Central Committee put forward the strategic concept of comprehensively promoting the construction of national governance system and realizing the modernization of governance capacity.The strategy of "system" and "capacity" began to enter people's vision,and was officially determined as the general goal of the reform in the field of national governance.As the foundation construction project of national governance,community governance,to a large extent,determines the actual effect of national governance and affects the basic trend of national governance.At present,great changes have taken place in the internal and external development environment of the community,community governance is facing many contradictions,and it is urgent to make new breakthroughs in the innovation of community governance system.With the deepening of the construction of smart city and the deepening of application in various fields,smart community,as a new form of community development,has begun to enter people's vision and provide a new path to solve the problems of community governance.This article selected Dongtou H community as a case study,focusing on how to build a smart community governance system in the context of H community.In the research method,the literature method,case study method and investigation method are mainly used.Through research on domestic and foreign literature,the author found that the current focus of the academic community on the field of community governance is mainly in the areas of smart community construction,community service supply,and governance subject participation research,and research on community governance systems,especially the governance of smart communities There is still a certain theoretical gap in the research of the system,which also points out the direction for the research of this article.In the concept definition part,the term “Smart Community Governance System” was elaborated.The author believes that the smart community governance system is a collective term for a set of operating mechanisms and management systems that are systematically designed around the goals of community governance under the premise of a smart community.From the traditional community governance system to the smart community governance system,it should include two main processes: smart community construction and governance system construction.In terms of theoretical reference,it mainly quotes the relevant views of good governance theory and network governance theory,establishes an analysis model of the smart community governance system,and puts forward the relationship between "governance relationship-governance capability",and forms a smart community governance system on this basis.The content framework believes that the smart community governance system includes four aspects of guarantee,mechanism,function and culture,which provides a theoretical basis for the in-depth study of the follow-up.In order to understand the situation of H community governance in depth,the author also carried out on-site investigation and research,obtained first-hand information of H community governance,and also had a comprehensive understanding of the process of H community smart community construction and governance system construction.In the process of promoting the construction of a smart community governance system in the H community,there are outstanding issues such as systemic deficiencies in smart construction,multiple governance mechanisms to be improved,community management systems to be straightened out,and community cultural construction to be strengthened.Analyzed the cause of the problem.At the end of the article,the author believes that to promote the development of the H community smart community governance system,we must adhere to the four principles of party building leadership,people-oriented,problem-oriented,and iterative iteration,continuously strengthen resource element guarantees,promote community management system innovation,and build a multi-core,Integrate the community governance relationship of co-governance,create refined and intelligent community governance capabilities,create a positive and harmonious community cultural environment,take multiple measures,continue to promote the H community smart community governance system to improve,and create co-building and co-governance sharing Community governance pattern.This article will provide a useful reference for Dongtou to promote community governance,and also provide a reference for local governments to carry out grassroots governance innovation.
