Research On Sharing Management Of Electronic Certificate

At present,with the extensive application and rapid development of the "Internet+",many frontier cities try to promote online examination and approval business.In addition,the development of many cutting-edge information technologies has had a far-reaching impact on the field of government service and brought many revolutionary changes to the way of government service.Since 2016,the general office of the State Council has successively issued Guide to the construction of the "Internet + government service" technology system and Circular on printing and distributing the implementation plan for further deepening the "Internet + government service" and advancing the "one net,one door,one time" reform of government service.All over the country,the government service reform has entered the deepwater area and the acceleration period,,a variety of practical measures to promote reform has also emerged.Based on the background of the reform of government service,taking the sharing management of electronic certificate as the research object,taking Zhangjiagang City,Jiangsu Province as an example,,taking the holistic governance and the new public management theory as the theoretical foundation,through literature research,investigation and interview,comparative analysis,etc.,in order to clarify the concept of electronic certificate extension,analysis of the main factors affecting cross-departmental government information sharing,explore ways to improve the efficiency of electronic certificate sharing management.Through the research of electronic certificate sharing management,it is found that although the current situation of government information resource sharing is not optimistic,the problems such as "isolated island of information",lack of unified standard of government information sharing,data focus on collection but lack of integration,not scientific,standard and effective archives construction,are more prominent,the role of electronic certificate in opening the channel of government information resource sharing is increasingly apparent.In this article,the connotation and extension of the concept of electronic certificate are analyzed and defined.As one of the government information resources,the core concept of electronic certificate is a kind of examination and approval service result information,such as certificate,approval document,etc.these information are presented in a digital way,which plays an important role in supporting the operation of government services.Through the positive and beneficial exploration carried out in many places nationwide,many application scenarios that are convenient for the people to benefit the enterprises and improve the government's efficiency further verify the feasibility of the application of electronic certificate sharing.Based on the research and analysis of the current situation and existing problems of electronic certificate sharing management in Zhangjiagang City,this paper believes that the construction of integrated government and digital government will help to give full play to the advantages of government information resource sharing and achieve the results of government information resource sharing.In order to realize the sharing of electronic certificate,it is necessary to strengthen the technical support,improve the system guarantee,unify the application environment and lay a safety foundation.Combined with the development advantages of big data,artificial intelligence,mobile Internet,blockchain and other cutting-edge information technology,through in-depth mining and releasing the advantages of government functions,we can continuously expand the application prospect of electronic certificate and fully display the convenient advantages of electronic certificate sharing applications.
