Study On The Influencing Factors Of Government Information Sharing Under The Background Of "Internet + Government Services"

With the rapid development of modern information technology,"Internet +" has been gradually popularized and applied in other fields.In 2016,"internet + government services" appeared in the government work report for the first time,marking the construction of e-government in China into a new stage.Government information sharing is the basic condition for the smooth development of "internet + government service".However,because of the "cross-departmental,cross-regional and cross-level" characteristics of government information sharing,it is affected by many complex factors,which causes many problems to hinder the process of information sharing.Information ecology theory is generally used to study the coordinated and stable development of information,information person,information environment and information technology.Its application to the research of government information sharing can help solve the problems in the process of information sharing.Based on this,this thesis studies the influencing factors of government information sharing from the perspective of information ecology,which is of great significance to improve the degree of government information sharing and the level of government service.Firstly,the development of “internet + government services” is analyzed,and the results of previous studies are summarized.Based on the information ecology theory,the influencing factors of government information sharing are preliminarily screened.Afterwards,experts' opinions are integrated to analyze the concept and relationship of the factors influencing government information sharing from four dimensions,namely,information,information person,information technology and information environment.Therefore,the index system of influencing factors of government information sharing is constructed.Secondly,the questionnaire of influencing factors of government information sharing is designed.The data is collected online and offline,and the reliability and validity of the questionnaire are analyzed by SPSS23.0.After that,the structural equation model of influencing factors of government information sharing is constructed,AMOS23.0 is used for analysis and calculation.It is found that the factors in the four dimensions of information,information person,information environment and information technology all have significant influence on government information sharing.Combining with AHP and DEMATEL,the index weight and comprehensive influence degree of each factor are determined.Through the analysis of the relationship among the factors,ten key elements such as policies and regulations,department leadership support and sharing mechanism are identified.Finally,an empirical study was conducted on the “internet + government service” platform in Henan province to test the rationality of the index system of the influence factors of government information sharing.According to the data results,the problems and causes in the process of government information sharing in Henan province are analyzed,and the strategies and suggestions for optimizing the government information sharing of "Internet + Government Affairs" in Henan province are proposed.The results expand the application scope of information ecology theory in the field of government affairs to a certain extent,and provide a new way of thinking for solving the problem of government information sharing.It is also conducive to improving the awareness and understanding of information sharing in government affairs and providing reference for government departments to solve the problem of government information sharing.
