An Analysis On The Prevention And Control Measures Of The People Involved In Terrorism In Britain And America

After the "September 11th" incident,terrorism has increasingly become the public enemy of people all over the world.There is no "safe island" in the world.China is no longer a pure land far away from terrorism,and the "East Turkistan" forces have shown that terrorism at home and abroad has posed a real threat to our country's security and stability that cannot be underestimated.Therefore,it is urgent to study preventive counter-terrorism measures against potential terrorist-related risks.Existing counter-terrorism measures are more “hard” measures that tend to preventive strikes.This research different from the traditional strike model,put anti-terrorism work within the overall framework of social governance,starting from the "terrorist",centering on relevant persons involved in terrorism,adhere to the principle of proportionality,and take targeted measures according to the radicalization stage of different personnel corresponding preventive measures.This study takes the United Kingdom and the United States as the research object.Based on the current status and practical exploration of the development of terrorism in the United Kingdom and the United States,by combing the terrorist preventive measures in the two countries,include the counter-terrorism measures on "vulnerable groups","risk groups","potential terrorist ","Terrorists",and other terrorist-related persons,"Terrorist-related persons" is different from convicted terrorist criminals.On the basis of the research on terroristrelated radicalization,this research summarized the terrorist prevention model centered on the prevention and control of terrorist-related person in the United Kingdom and the United States,emphasis on starting from the reason and the process of radicalization of personnel.Take measures on the push,pull,and intermediary factors,prevent personnel from radicalizing,and take interventions to block the process of radicalization.At the same time,identify terroristrelated personnel who have radicalized but have not taken hazardous behavior through intelligence early warning system,and take deradicalization measures to help them achieve rehabilitation.At present,there are still many problems in preventive counter-terrorism measures centered on the prevention and control of terrorists in Britain and America.The main challenge is to find an appropriate balance between short-term and long-term prevention strategies.This study hopes to evaluate the specific practical measures of the two countries with a view to providing some directional references for further improvement of this field.
