Research On Urban Violence And Terrorism Crime Prevention And Control In China

Terrorist activities have long threatened national security and social stability.It causes serious damage to the urban system and social system,and poses a great threat to people’s lives and property.Only by shifting the focus of the prevention and control of urban violent and terrorist crimes forward can we better cope with the severe urban anti-terrorism situation,prevent in advance,maintain the intensity of the crackdown,and optimize the prevention and control and early warning mechanism of urban violent and terrorist crimes,can we achieve long-term victory in combating urban terrorism.In recent years,China attaches great importance to the prevention and control of violent and terrorist crimes in cities and has been increasing investment.To carry out bilateral and multilateral counter-terrorism strategic cooperation with neighboring countries;In order to enhance the level of anti-terrorism prevention and control work,various anti-terrorism mechanisms have been comprehensively improved in China.The initial signs of the formation of China’s anti-terrorism legal system are the introduction of the Amendment to criminal Law(ix)(hereinafter referred to as the Amendment to Punishment(IX))and the Anti-terrorism Law of the People’s Republic of China(hereinafter referred to as the Anti-terrorism Law).Compared with countries outside the region,China started the fight against terrorism late and has some irrationality in supporting laws.In practical work,it is difficult for all departments to form joint forces for prevention and control,ignoring the excavation and mobilization of mass prevention and control forces.The more serious problem is the lag of early warning in the prevention and control of violent and terrorist crimes in cities.In China,the development trajectory of urban violent terrorist crimes evolved from the rural areas in the northwest frontier to the urban expansion gradually,among which the violent terrorist crimes in Tibet are the most typical.And city high concentrations of population,economy and culture,architecture and suffer violence fear of crime formation formed by the huge disaster vulnerability makes cities suffer the risk of violence fear of crime is more and more high,although our country has a system of urban counterterrorism laws,regulations and policies,but in the critical fear of crime prevention and control system,organization system,the intelligence monitoring and early warning capabilities,intelligence collection channel,the degree of social members to participate in anti-terrorism,the policy to materialize,form still challenges and deficiencies,need to refer experience outside,based on the situation of our country,by strengthening the multi-sectoral cooperation,share intelligence information,develop urban diversity in local regulations,By taking advantage of the special effects in the era of big data to establish and improve efficient intelligence monitoring,strengthen the urban security prevention and control plan,adhere to the strategy of "nationwide anti-terrorism",improve the operation mechanism of mass prevention and control participating in anti-terrorism,improve the criminal policy,and enhance the effectiveness of community policing,etc.,a complete prevention and control system of violent and terrorist crimes in cities is built.
