Research On Deepening The Reform Of“Delegating Power,Improving Regulation,and Upgrading Services”in Public Security Organs

The reform of “delegating power,improving regulation,and upgrading services” is a major strategic plan made by the CPC central committee for comprehensively deepening reform.It is not only the urgent need of the people,but also the inevitable requirement of building socialism with Chinese characteristics.As the state administrative organization and an important part of the government,the public security organ exercises the executive and judicial powers of the state,and is more needed to follow the changes of the times and actively carry out the reforms of “delegating power,improving regulation,and upgrading services”,so as to realize the transformation from management to service.This is not only a concrete embodiment of the fundamental purpose of the public security organs to serve the people,but also the objective requirement for improving the overall image of the people ’ s police force and promoting the sustainable and healthy development of the social economy.In order to implement the reform of “ delegating power,improving regulation,and upgrading services ” in Zhejiang Province,Zhejiang public security organs carry out the reform of “without the need for a second visit”.Taking theories of the new public service and seamless government as analysis tools,this paper analyzes the reform mode for achieving the goal of “without the need for a second visit” from three aspects.First of all,this reform starts from the institutional framework.By transforming the public security function positioning,standardizing the power operation,and adjusting the organizational structure,it builds a coordinated public security administrative system with clear functions and hierarchies.Focusing on “processing at a single window,without the need for a second visit”,the reform carries out process reengineering,advances the transformation and optimization of the process that businesses to be accepted at front desk and handled backstage,and promotes the implementation of various reform measures through the coordination and linkage between departments.Meanwhile,the digital transformation of public security is deepened to comprehensively support the government process reengineering of public security.The reform has achieved certain results in improving the degree of coordination between departments,enhancing the service efficiency and increasing the people’s sense of gain.However,it also encountered some institutional bottlenecks in the process of deepening the reform,such as the deviation of the concept of functional transformation,the conflict between decentralization andsupervision,and the imperfect organization management system,as well as some problems and deficiencies in the aspects of process reengineering and information support,which hinder the further deepening of the reform.This paper proposes that,in order to deepen the reform of“delegating power,improving regulation,and upgrading services” in public security organs,it is necessary to start from deepening the reform of administrative system,promoting the process reengineering of public security,and improving the digital transformation of public security,so as to further deepen the reform and innovative development,and provide useful reference for public security organs throughout the country to advance the reform of“delegating power,improving regulation,and upgrading services”.
