Driving Factors And Path Selection Of Public Security Organs’ Reform Of "Streamlining Administration And Delegating Power,Improving Regulation,and Upgrading Services"

The 20^thNational Congress of the Communist Party of China emphasized the need to"deepen the reform of streamlining administration,delegating power,combining decentralization with regulation,and optimizing services"as a guiding principle for advancing the transformation of government functions.Party and government agencies across the country have actively responded to the requirements of the times,having made remarkable achievements in promoting the reform of"streamlining administration and delegating power,improving regulation,and upgrading services".As an important component of the government,the public security organs have carried out the aforesaid reform in areas closely related to the immediate interests of the people,such as public security management,traffic management,and entry and exist management.In doing so,the public security organs has not only implemented the decisions and arrangements of the Party Central Committee of the State Council,but also met the new demands and expectations of the people.The"Conference on Comprehensive Deepening of Police Reform Promotion"reiterated the importance to"further focus on serving the overall situation and deepening the reform of administrative management services of the public security organs".Against the backdrop of the continued efforts in the"streamlining administration and delegating power,improving regulation,and upgrading services"reform of the public security organs,understanding the reasons for"self-revolution"is of great theoretical and practical significance for further comprehending and grasping the reform policies.This study is devoted to examining the driving factors of the public security organs’reform of"streamlining administration and delegating power,improving regulation,and upgrading services".The macro policy texts related to the reform issued by the central government since2015 are selected,with the policy content,policy tools,and reform motivations extracted to establish the policy analysis units.Additionally,the policy texts are coded and analyzed according to the requirements of content analysis,for the sake of deepening the understanding of the overall layout,content areas,and development trends of the reform policies,and forming a model of driving factors,including administrative environment pressure,social environment pressure,internal organizational development,social environment pressure,internal organizational development,and scientific and technological progress.Finally,based on analysis results of policy texts and the extracted reform motivations,approaches to the"streamlining administration and delegating power,improving regulation,and upgrading services"reform of the public security organs are proposed,including（1）using the concept of balancing the demands of various stakeholders and optimizing the mechanism for public participation to adjust and integrate the driving factors of the reform,（2）using diverse policy tools and improving the supply of policy tools to optimize the combination of reform policies,and（3）using supporting and integrating execution strategies and improving supervision and evaluation systems to prevent obstacles to the execution of reform policies.It is hoped that these suggestions can provide theoretical implications for the formulation and implementation of the"streamlining administration and delegating power,improving regulation,and upgrading services"reform policies of public security organs.
