Research On The Optimization Of The Approval Process Of GZ Import And Export Goods License Under The Background Of "delegating Power, Deregulating And Improving Services

Since the State Council first proposed the reform to "streamline administration and delegate power,improve regulation,and upgrade services" in 2015,the government’s role in unleashing market vitality and promoting functional transformation has become increasingly crucial.In the new era of administration streamlining,government departments can optimize or innovate the process of import and export goods permit approval,improve the effectiveness of administrative approval,help the governance system modernize,promote the progress and development of governance capabilities,and meet the expectations of enterprise applicants.Therefore,the research on process optimization of GZ import and export goods license approval under the background of "streamlining administration and delegating power,improving regulation,and upgrading services," is of great significance.This study is supported by the gradual optimization model of ESIA process optimization and seamless government theory,and provides a detailed description of many issues in the GZ import and export goods licensing approval process before the reform,as well as the progress and achievements made in the approval process after the reform.Therefore,further exploration and analysis were conducted in the aspects of optimization of the approval process for GZ import and export goods under the background of "streamlining administration,delegating power,improving regulation,and upgrading services".It was proposed to deepen and clean the organization process,simplify and compress the process,emphasize the collaborative management,and enhance the dimension of automated information application.Sixteen index items were designed to represent four dimensions to construct a questionnaire survey for enterprise applicants.This article also organizes the data obtained from the questionnaire survey and screens out invalid information.By inputting data into SPSS and AMOS software,this article conducts confirmatory factor analysis,especially to verify the problem items in the questionnaire survey,and draws the final conclusion.It is found that the four indexes which are deepening the process of clearing and organizing,simplifying and compressing the process,emphasizing integration and collaborative management,and improving automated information application are indeed highly related to the theme of this article.Through specific analysis of the numerical results,suggestions are proposed to improve and optimize the approval process for import and export goods in GZ.This type of research has certain reference and guidance significance for optimizing and improving the approval process of import and export goods by other local governments outside of GZ.
