Research On Innovative Urban Social Governance At Grass-roots Level In Xizang In The New Era

The goal of social governance is to build a harmonious society.The core is the people,the focus is at the grassroots.City is an important force to promote the development of social modernization,the diversity of interest demands makes the urban grassroots became the most critical and complex part of social governance,which is directly related to the interests of the masses.In this new era,we are going through new change in social principal contradictions within a yet complicated international environment.In order to achieve the great rejuvenation of the Chinese nation and steadily push forward the new urbanization construction,the first priority is to establish a good order of urban grassroots governance and to solve the problem of good urban governance.Thus,strengthening urban grass-roots social management innovation is the important guarantee of building a harmonious society.Because of the special geographical factors and historical reasons,there are both general and special contradictions in the urban governance of Xizang.The government-led governance model chosen by the Xizang autonomous region in accordance with its special administrative environment is in line with the development needs of Xizang.However,with the social construction entering a new era,a lot has to be concerned: the new urbanization construction,the relocation work and the gradual increase of the floating population,the interests of the people of all ethnic groups have also undergone great changes,which makes the traditional urban grass-roots social governance model more challenging to meet the diverse needs of urban residents.In the new era,it is of great significance and practical value to further innovate the urban social governance in Xizang on the basis of the construction and reform of the national governance system and the particularity of Xizang.Lhasa,as the provincial capital of Xizang Autonomous Region,is a demonstration area for the innovation of urban grass-roots governance.After several years of exploration,the “Lhasa model” with characteristics of Lhasa governance has been gradually formed,which makes urban grass-roots governance more refined.On the basis of summarizing the innovative methods of basic-level governance in Lhasa,other cities in Xizang should grasp the commonality by combining with the actual situation of each region and following the overall development direction of the construction of national governance system on the premise of stability.As building a harmonious,happy and beautiful new Xizang is the goal,we should explore the implementation path of urban community social governance led by party building;On the premise of the rule of law,we should also gradually guide the public to participate in and coordinate social governance,and step by step realize the transition from government-led to government-responsible.At the same time,we shall strengthen the role of democratic consultation and the support of science and technology,promote the modernization of urban grass-roots governance in Xizang as a whole,explore a path of urban grass-roots governance with Chinese and Xizang an characteristics,and work for a community of social governance in which everyone contributes and loves to be a member of it.
