From Embedding To Integration:Research On The Practical Logic Of Social Work Participating In Urban Grassroots Social Governance

Social work has developed into an important governance body in the field of urban grassroots social governance with its professional advantages under the background of governance modernization era and its continuous localization practice.However,through close observation,it is found that the ideal effect of social work participating in grassroots social governance is not achieved overnight.Therefore,this article conducts research on the practical logic of social work participating in urban grassroots social governance,including its practical path and action logic,and analyzes the internal logic.On the basis of the proposed integrated development strategy.In order to promote the localization and specialization of social work,provide theoretical and empirical supplements for social work to participate in grassroots social governance,and promote the innovation of urban grassroots social governanceThis article uses qualitative research methods,selects L Street,Lixia District,Jinan City as a typical case,conducts in-depth interviews with relevant governance entities of L Street,describes and analyzes the development process of social work participating in grassroots social governance,and summarizes social work The logic of action from embedding to integration when participating in urban grassroots social governanceBased on the logical analysis of the "embedding-fusion" of social work participating in urban grassroots social governance,this paper proposes a practical path for social work to participate in urban grassroots social governance.(1)From the perspective of the overall development process,the participation of social work in urban grassroots social governance has experienced different participation stages from embedding to integration.(2)From the perspective of action logic,in the embedded development stage of social work participating in urban grassroots social governance,the author puts forward the action logic of relationship embedding,service embedding,and system construction based on embedding theory.Furthermore,it is found that social work organizations have the dilemma of unequal professional status,unclear professional boundaries,and insufficient professional capabilities in the embedding stage.The author believes that the participation of social work in urban social governance has entered the stage of integrated development,and proposed the logic of action for the integrated stage,namely through party building Integration strengthens political leadership,governance integration strengthens grassroots governance,and service integration enhances cohesion and mobilization,so as to achieve governance results that include refined governance concepts,diversified governance entities,and standardized governance methods.(3)From the perspective of practice path,at the level of participation stage,the author believes that social work participation in urban grassroots social governance has experienced different participation stages from passive embedding to active integration;at the service target level,the author analyzes the administrative leadership and professionalism of social work Tendency’s service goal believes that social work has played the role of direct service,policy advocacy,and resource integration throughout the process of participation.At the same time,it analyzes the continuous development trend of the integration and development of my country’s social work participation in urban grassroots social governance from unbalanced or low-level integration to balanced or high-level integration,and analyzes the different characteristics of the two development stages of imbalance and balanced integration,and proposes to establish Social work and urban grassroots government coordinated development mechanism and social work talent team training system development strategy.
