| At present,innovation has become the primary driving force for social and economic development.The country is in a deep-water area where industrial structure is changing.Whether it is possible to achieve the transition from factor-driven to innovation-driven is crucial to China’s next stage of stable economic development.The efficiency of innovation reflects the effectiveness of the utilization of innovation resources.Under the new situation,the study of regional innovation efficiency is of practical significance.How should the government participate in regional innovation activities and what measures should be taken to promote the improvement of regional innovation efficiency? The solution of these problems is important for China to implement innovative development strategies,enhance regional innovation capabilities,and build innovative countries.Based on the theory of regional innovation system,this paper explores the government’s position in the regional innovation system,summarizes several ways in which the government participates in regional innovation activities,and divides regional innovation activities into technological research and development stages and economics from the perspective of the innovation value chain.The transformation stage,and elaborated the influence mechanism of government behavior on innovation activities in different stages.Furthermore,the BCC model in the DEA method is used to measure the two-stage innovation efficiency in 30 provinces and cities,and the two-stage regional innovation efficiency in each region of China is divided into four types and analyzed briefly.Based on the two-stage innovation efficiency of 30 provinces and cities,the article uses the Tobit model to analyze the impact of government funding,intellectual property protection,infrastructure construction,and education investment on innovation efficiency in the technology research and development stage and the economic transformation stage.The main conclusions of the article are as follows:(1)During the inspection period,the average innovation efficiency in China’s technology research and development and economic transformation stages were 0.70 and 0.69,respectively.In the application of the "technology research and development-economic transformation" efficiency matrix,the innovation efficiency of the two stages in each province When dividing,only 5 provinces and cities have the innovation efficiency in the area of high R & D and high transformation matrix.Most provinces and cities arein the state of low R & D—high conversion and low R & D—low conversion,indicating the difference in innovation efficiency between regions in China.Larger,the overall level of efficiency is still not high.(2)In the stage of innovative technology research and development,government financial support,intellectual property protection,and infrastructure construction have a positive impact on regional technology research and development efficiency,while the effect of education investment is the opposite.(3)In the stage of innovative economic transformation,the government’s intellectual property protection and infrastructure construction have a positive impact on the efficiency of regional economic transformation,while the government’s capital investment and education investment have a negative impact.Finally,according to the conclusions obtained in the empirical part,several suggestions were put forward,in order to provide some guidance for the government to formulate relevant policies to improve the efficiency of regional innovation. |
