In the 40 years since the reform and opening up,China's economy has continued to grow at a high speed,and at the same time there are extensive economic development methods that violate economic laws and lack innovation.Administrative monopoly is a special economic system during the transition period in China.It has historical reasons.In a particular economic environment,it has also promoted economic growth as a means of resource allocation.With the continuous deepening of the reform of the economic system,it has now become an institutional restricting factor that hinders the development of China's economy to high quality and the construction of an innovative country.It is a departure from the innovation-driven development strategy proposed by the country.Regional administrative monopolies are the actions of the government to use public power to exclude,restrict or hinder fair competition in the market.Local governments have strong incentives to protect local companies from external competition due to political promotion and economic incentives.On the one hand,they lead to protected enterprises.The behavioral goals have shifted from technological innovation to the search for administrative monopoly protection.On the other hand,impeding the free flow of innovative resource elements and triggering resource mismatches have also caused serious losses in regional innovation efficiency.The article first uses system analysis to analyze in depth the development history,characteristics,causes and harms of administrative monopoly,and elaborates the intrinsic link between regional administrative monopoly and regional innovation efficiency.Using the principal component analysis and the stochastic frontier method,the regional administrative monopoly index and regional innovation efficiency of 29 provinces and cities in China were measured,and the effect of regional administrative monopoly on regional innovation efficiency was empirically tested using a truncated regression model.The results showed that: As a whole,the relationship between regional administrative monopoly and regional innovation efficiency is negative.For every unit increase in regional monopoly index,the regional innovation efficiency is reduced by 0.0193 units;from the longitudinal analysis,it can be concluded that regional administrative monopoly affects regional innovation efficiency.The impact of this trend is inverted U-shaped;from the horizontal analysis,it can be concluded that the impact of regional administrative monopolies on regional innovation efficiency shows regional differences in different provinces,the differences are relatively small in the same economic region,and the differences in different economic regions.Significantly,it has gradually decreasing spatial distribution characteristics in the east,middle,northeast,and west.This paper is based on the background of China's economic transition.It first systematically analyzed the transmission mechanism of regional administrative monopoly effects on regional innovation efficiency,and then constructed provincial panel data to empirically test the impact of regional administrative monopoly on regional innovation efficiency and regional The difference.Based on theory and supported by evidence,the author puts forward relevant policy recommendations for regulating administrative monopolies to improve regional innovation efficiency.The first is to change the government's functions and stimulate the vitality of the regional innovation main body;the second is to break the regional administrative monopoly and improve the efficiency of innovation resource allocation;third is to deepen structural reforms to enhance regional innovation capabilities,stimulate the vitality of regional innovation entities,and reduce waste of innovation resources.Promote the free flow of innovative resources,thereby creating knowledge and technology spillovers to improve regional innovation efficiency.Breaking the institutional obstacles to regional administrative monopolies,improving the efficiency of regional innovation,and guiding the transformation of regional economies from extensive growth to intensive development are fundamental guarantees for the sustainable development of regional economies.
