As an important subject of national governance towards modernization,local governments,in the face of the externality and high risk of innovative activities,require the active participation of the government to carry out macro-control to prevent market failure.However,there is still an analysis of whether government support can improve the efficiency of regional innovation,given that the existing research only considers direct investment in government support,ignoring the contribution of indirect government investment such as policy resource tilt and innovation infrastructure construction.Based on this,this paper uses the text of the government work report to construct a special dictionary of the government work report and a government-supported keyword table to measure the indirect input of government support through text mining technology.Then,the government support and regional innovation efficiency are put into the same framework for empirical research,and the direct impact and spatial impact of government support on regional innovation efficiency are comprehensively and systematically explored through the spatial econometric model and the panel threshold model,providing a new path for the government to improve the efficiency of regional innovation.The paper selects panel data and government work report texts from 30 provinces except Tibet from 2007 to 2019,measures the indirect input and regional innovation efficiency of government support using text mining and SBM models,and explores the direct impact and spatial impact of government support on regional innovation efficiency through spatial metrology models and panel threshold models.The results show that:(1)Government-supported indirect inputs have a significant role in promoting regional innovation efficiency.(2)While the government supports indirect investment to improve the efficiency of regional innovation,it will have a negative impact on the innovation efficiency of the surrounding region,and the regional innovation efficiency has a negative spillover effect,resulting in a "siphon effect".(3)There is a threshold effect on regional innovation efficiency with indirect government support,and there are two threshold values,namely 0.013 and 0.034.When government support indirect investment falls between the two thresholds,the impact on regional innovation efficiency is the greatest.When less than the first threshold or greater than the second threshold,the impact of government support on regional innovation efficiency is significantly reduced.The results show that government-supported indirect inputs are effective in regional innovation efficiency,but reduce the efficiency of innovation in the surrounding areas,and that there is a limit to governmentsupported indirect inputs.Therefore,when government supports indirect investment,it should reasonably grasp the strength of government support,take into account the impact of policy implementation on the surrounding regions,formulate differentiated management systems and mechanisms and innovation development strategies according to local conditions,make good use of the spatial characteristics,strengthen innovation cooperation between different regions,promote regional innovation balance,and comprehensively improve regional innovation efficiency.
