The Research On The Efficiency Evaluation Of Regional Innovation System--Case Study Of Hebei Province

RIS (Regional Innovation System) was first mention by English Professor cooker. Before RIS was published, there were some of the traces of RIS. Now, in order to develop the regional economy more flourish, and make more use of the regional resource, many country try to research Regional Innovation System, so in our country, every province try to construct RIS being suitable for their society and economy. Developing RIS can contribute to rationalize their regional economy and their social resource more good.Therefore, the efficiency evaluations of RIS also have important social significance. The efficiency evaluation can direct us to develop RIS construction more good, can guide the regional government make the policy weighting the development of regional economy, and can insure the activity of innovation carry out smoothly. The article research the RIS relevant theory and the efficiency evaluation framework and methodology of RIS based on the above. As a generalization, the following content is included as major arguments:In the first three chapters, the conception, feature, ingredient, function, mechanism and the abroad and internal progress of RIS are generalizing explained. The thesis looks back the abroad and internal RIS efficiency evaluation relevant theory, and summarize the RIS efficiency evaluation s evaluation contents, index system and evaluation methodology. In the third chapter, the article generalizes RIS, and gives us the synthesis efficiency evaluation framework. The framework make up of the capacity of RIS synthesis innovation and sustainable development, the efficiency of RIS to the regional economy , the development and evolutionary of RIS and the capacity of regional industry innovation. And demonstration the framework based on Hebei Province in the following chapters.The fourth chapter analyzes the capacity of RIS synthesis innovation and sustainable development in the mass.The fifth chapter measures the impact of RIS to the regional economy from three aspects. First, for the support capacity, the article give us the support capacity model based on changeable weight theory, and evaluate the support capacity of Hebei Province RIS to Hebei Province economy based on the total social R&D data, the increase social R&D data and some dada reflect the investment and output. Second, the article use the DEA s CCR model evaluate the efficiency of Hebei Province RIS to Hebei Province economy and compare the result to the fourth chapter, then give some political advice. At last, the thesis measures the contribution of Hebei Province RIS social science and technology investment to the Hebei Province economy.In the sixth chapter, the article use CAS(Complex Adaptive System) to analyze RIS, and take it for a CAS. Then the article gives us the RIS model based on the CAS theory. Finally, the article analyzes the sensitivity of the development and evolutionary of RIS use the game theory sLINGO software and the data from 1997 to 2001, then give the evaluation result.We know Regional Industry Innovation System is Regional Innovation System important part. Therefore, the seventh chapter uses the DEA method to evaluate the Regional Industry Innovation System, and evaluate the capacity of the Regional Industry Innovation, then draw a conclusion.At last, the eighth chapter prospects the following research on RIS.
