| One of Beijing’s current major strategic development plans is to build the capital into the national science and technology innovation center.It relies heavily on reforming the development system and policy mechanism centering on diverse types of talents.As one of the backbones to boost the capital’s social development and technological innovation,foreign talents are a group that cannot be ignored when the branches of Beijing Municipal government launch talent-introducing policies.Therefore,the migrant integration of foreign talents in Beijing has become an unavoidable issue.Admittedly,immigration integration covers a wide range of issues,and its solution needs to count on a set of immigration integration mechanisms formed by several government departments in the capital and their various policies.At present,Beijing has introduced many preferential treatments and convenient policies for foreigners’ entry and exit,residence,medical care,education and other needs,so as to convey convenience to foreign talents to arrive,reside well in Beijing and integrate themselves easily in the capital.However,it requires a more reasonable evaluation system to examine current preferential treatment policies in Beijing,to see whether these policies can enhance immigration integration level of foreign talents in the city,or to put forward the measures to improve integration mechanism for foreign talents in the capital.This dissertation sorts out a relatively appropriate evaluation system through literature research,namely the Migration Integration Policy Index(MIPEX).Under the guidance of immigration integration theory,this paper attempts to apply the eight major policy indicators in the MIPEX,namely,labor market,permanent residence,political participation,acquisition of nationality,family reunion,anti-discrimination,education,and health care,from two dimensions,namely,structural integration and social-cultural integration,to evaluate the migrant integration mechanism for foreign talents in the capital,find out its existing deficiencies,and propose corresponding improvement measures based on the results. |
