Research On The Emergency Management Of Emergent Public Events In Jilin Province

In recent years,with the rapid economic and social development and the improvement of economic level,various kinds of complex social problems are gradually emerging.At the same time,natural disasters,public health events occur frequently,the public security situation is complicated,and public emergencies show a trend of diversification and deepening,which brings great harm to social stability.Jilin Province is located in the middle of Northeast China,with high risk of natural disasters such as flood,earthquake and forest fire.As an old industrial base in Northeast China,the risk of work safety accidents is relatively high,which highlights the necessity and urgency of improving the level of emergency management in Jilin Province.In developed countries,the emergency management of public emergencies has established relevant theoretical system,and basically formed a relatively mature management and disposal system.China's response to public emergencies started late.In 2006,The Sixth Plenary Session of the 16 th Central Committee of the Communist Party of China formally proposed to build an emergency management system in accordance with the overall requirements of "one case,three systems",further strengthen the construction of "One Case&Three Systems"(emergency plan,emergency system,emergency mechanism,emergency legal system),constantly improve the ability to respond to crises and risks,and improve the public security system.To formulate and revise the emergency plan is the key,to establish and improve the emergency system is the foundation,to establish and improve the emergency mechanism is the key,and to establish and improve the emergency legal system is the guarantee.This paper studies and introduces the relevant theoretical development of the emergency management of public emergencies.Under the framework of the management system based on "one case,three systems" of the emergency management of public emergencies in China,it analyzes and introduces the current situation of the emergency management of public emergencies in Jilin Province in detail by consulting the literature and combing and summarizing.In the research process,through the in-depth summary and analysis of the typical cases in the practice of emergency management in Jilin Province in recent years,it is found that in response to different types of public emergencies,there are some problems in Jilin Province,such as insufficient preparation in advance,inflexible response means,inadequate exercise of the plan system,and lack of social resources utilization,which lead to low efficiency of emergency management and emergency management society It will cost too much and so on.Under the framework of "one case,three systems" management system,combined with the actual situation of Jilin Province,the author puts forward suggestions and Countermeasures to further improve and optimize the emergency management of public emergencies in Jilin Province from and other aspects.Through the research and suggestions of this paper,the author hopes to provide valuable reference and inspiration for the management of public emergencies in Jilin Province.While accelerating the economic development,the author hopes to enhance the awareness of crisis,establish and improve the management mechanism of emergencies,constantly enhance the government's emergency management ability,and properly handle all kinds of emergencies.
