Study On The Problem And The Countermeasure Of The Emergency Information Publication In Significant Emergent Events

Information publication is the top priority of the government emergencymanagement. How to solve the problem and the development dilemma of theemergency information publication in significant emergent events has importanttheoretical value and practical meaning for improve the response ability and level ofthe governmental emergency information publication and promote the development ofgovernmental emergency management. In this paper, analyzes the main problems andcauses of the emergency Information publication in Significant Emergent Eventswhich take the public products and public service theory as the theoreticalperspectives. Based on this, the paper put forward the countermeasures andSuggestions to strengthen the work of the emergency Information publication inSignificant Emergent Events in our country.Firstly, through the combing, draw conclusions and summarize relevant researchliterature, understand and analyze the research emphasis and the researchdevelopment tendency of the emergency Information publication in SignificantEmergent Events for the current academic, and presented the main contents and therelated research methods of this article; Secondly, based on summary and referencethe relevant research results to define the core concept of study and interpret theresearch theoretical problems. Thirdly, take the Events of the aniline leak as anexample that happened in Shanxi province on December31,2012, analyzed theshortcomings of the work on emergency information publication and put forward theproblem of this event information publication. And then analyze the problems ofemergency information publication in significant emergent events in our country,which mainly reflected in the following aspect, the consciousness, the mechanism, thecontent, the time, the method and the relationship between the government and themedia of the emergency information publication; And analyze the cause from the fouraspects which is the concept of consciousness, the laws and regulations, themanagement, the technology and so on. Finally, this paper put forward the basiccountermeasures to strengthen the work of the emergency information publication insignificant emergent events, mainly includes the following aspects, building thelong-acting management mechanism of the emergency information publication;building the mechanisms for positive interaction between the Government and the media, building a unified and efficient emergency information publication platform,establishing and improving the laws and regulations of the emergency informationpublication, strengthening the consciousness and ability of the emergencyinformation publication in significant emergent events.
