Research On The Interaction Between Grass-Roots Government And Poor Households In Precision Poverty Alleviation

Precision poverty alleviation is an important strategic measure in the process of building a well-off society in an all-round way,and is related to the national economy and the people’s livelihood.From the perspective of social interaction,rural precise poverty reduction is actually the result of the interaction between the grass-roots government and the poor households.Although there are a lot of research papers about the precise poverty eradication on cnki,there is a lack of independent research on the interaction between grass-roots government and poor households in the precise poverty eradication.As far as the two main bodies of rural precise poverty alleviation are concerned,the poor households are the basic micro-unit of precise poverty alleviation,and the foundation of precise poverty alleviation in rural areas.To strengthen the research on the interaction behavior and the interaction relationship between the grass-roots government and the poor households in the process of precise poverty eradication can make up for the deficiency of the existing theoretical research on the interaction between the government and the farmers,enriching the relevant theories of precise poverty alleviation and promoting the development of rural areas.At the decision-making level,the study of the interaction between the grass-roots government and the poor households is helpful for the government to master the law of the interaction between the poor households,and to improve the predictability,control and effectiveness of the interaction.On the level of interaction,strengthening the research on the conditions and mechanism of the interaction between the grass-roots government and the poor households is conducive to a deeper understanding of the deep-seated reasons for the interaction between the two subjects,it is conducive to enhancing the awareness of government decision-making departments and poor households on the importance of interaction.So to a large extent,theinteraction between the grass-roots government and poor households will have a direct impact on the effect of poverty eradication.At the same time,because of the difficulty,urgency and reality of the precise task of poverty eradication,the interaction between the grass-roots government and the poor households is of great research value.Based on the research data,this paper takes the typical poor village F in Chongqing City as a case,using the methods of literature research,interview and case analysis,starting from the theory of social interaction,this paper studies the interactive process between the grass-roots government and the poor households in rural precise poverty alleviation.Through investigation,interview and observation,it is found that grass-roots governments and poor households show different action characteristics in the process of rural precise poverty eradication,and are driven by the goal of fully-built Xiao kang and influenced by the uncertainty of market risk,the grass-roots government interacts with the poor households.They interact mainly through propaganda and study,aid and interaction through poverty alleviation projects,and organizational interaction through Party building and leadership,and the interaction between the two also experienced a complex dynamic change process from alienation and suspicion to dependence and trust,from resistance to exchange and cooperation,from passive acceptance to active participation.In addition,the survey also found that there are three difficulties in the interaction between the grass-roots government and the poor households: the first is that the grass-roots government and the poor households have a deviation in the understanding of common interests,the second is that the participation of the poor households needs to be improved,and the third is that the role of the grass-roots government has a deviation.On this basis,further analysis of the constraints of the interaction between the grass-roots government and poor households,mainly manifested in: one-way understanding of thinking,the grass-roots government and poor households in the implementation of the policy did not reach a consensus;The behavior of poverty alleviation of grass-roots governments is biased,and the motive force of the endogenous development of the poor households is insufficient.Finally,under the guidance of the empowerment theory,this paper puts forward the following optimization suggestions for the interaction between the grass-roots government and the poor households in precision poverty alleviation: Firstly,the grass-roots government should create a favorable policy environment to reduce the interaction cost;At the middlelevel,the organization empowerment is carried out to build a good interaction mechanism between the grass-roots government and the poor households through Participation and consultative democracy,and at the micro-level,the individual empowerment is carried out to enhance the poor households’ participation consciousness and development ability.
