The policy of precise poverty alleviation is exclusive in nature and therefore excludes the critically poor households to a certain extent.In this context,the critical poor households have the need to express their interests.In rural society,the people who are most closely connected with the public are the grassroots cadres.Therefore,the poor households express their interests to the grassroots cadres,but in practice,their interests are not always effectively responded to by the grassroots cadres,and the interaction between the two is not necessarily benign based on expression and response.This phenomenon has become the focus of this paper,and this paper takes the interaction process between the critically poor households and the grassroots cadres as the object of analysis,and explores why and what kind of interaction exists between the two subjects,focusing on the logic of their thoughts and behaviors in the interaction process.This paper takes a small village in southern Anhui Province as a case study.Through field visits and surveys,we find that the interaction between the village’s critically poor households and local grassroots cadres in the context of precise poverty alleviation policies goes through the process of expression-response-re-expression--Trying to solve the problem process.The main part of the paper consists of two parts:the first part introduces the background of the interaction.The first part introduces the background of the interaction,that is,the policy of precise poverty alleviation brings about the exclusion of the poor households at risk,which makes the poor households at risk have the urgent need to express their interests and thus start to interact with the grassroots cadres.The second part introduces the process of interaction.First,the critical poor households express their interests for the first time and resort to rationalization;second,the grassroots cadres respond to the expressions of the critical poor households based on the pretext of "policy";afterwards,the critical poor households express their interests again and take actions that are very different from the previous ones because the first expression of interests is ineffective;finally,under this reality,the grassroots cadres make a decision on how to alleviate the critical poor households’ interests.Finally,in this reality,the grassroots cadres thought about and tried to act on how to alleviate the problems of the poor at risk.The study found that the critical poor mainly expressed their interests based on the logic of pursuing interests,while the grassroots cadres first responded to the critical poor on the pretext of "policy",and then changed their attitudes and attempted to respond to the problems of the critical poor under the pressure of reality.During this period,the critical poor households experienced two expressions of interest,the first of which was milder,while the second tended to be more drastic and irrational after the grassroots cadres responded with "policy" pretexts.In the first expression of interest,most of the critical poor households had little opinion about the policy itself,but in the second expression,their dissatisfaction extended to the policy and cadre level.This shows that the identification of the poor households with the policy changes before and after the failure to express their interests and the response of the grassroots cadres,prompting the author to think about the relationship between the possibility of realizing the interests of the masses,the response of the grassroots cadres,and the identification of the masses with the policy. |
