Research On The Problems And Solutions Of Grid Governance Of Longzhou Road Community In Jinjiang District

In the Report to the 19 th National Congress of the Communist Party of China,it was clearly stated that to improve people's well being,social governance should be strengthened and innovated.The report also conveys the commitment to strengthening the system of social governance,in which the Party Committee provides guidance,the governments take responsibilities,the whole society is coordinated and the public is well participated under the rule of law.It is also important to make social governance more socialized,legalized,smart and professional.The core of “social governance” is people and the focus is the governance of urban and rural communities;therefore,institutional innovation is essential.Having made comprehensive arrangements in “strengthening and innovating social governance”,the central government is now committed to facilitating the construction of community governance.It is pushing the social governance into the community level and giving full play to social organizations in an effort to ensure government management,social regulations and residents' autonomy are interacted in a “positive way”.Community grid governance is an organic combination of institutional and technological innovation.In the past,the relation of social governance and communities can be described as “there is a thousand threads above but only a needle down here”.Thanks to grid governance,now there is a “ huge grid at grassroots level”.Community grid governance is a livelihood project serving community residents.It is also an important channel for governmental department sat all levels to carry out their works and implement governance at “grassroots” level.Moreover,it is a driving force for the modernization of social governance system and ability.The evolution from “grid management” to “grid governance” is not a literary shift but a profound change in the essence and objectives of governance.However,weak ability of grid governance still exists during the practice.Therefore,the research on the development of community grid governance is instrumental to optimizing community grid governance and facilitating the development of community governance system.With Longzhou Road community in Jinjiang district as the object,this research zooms into its background,history,methods and achievements of grid governance.Through comprehensive investigations and studies,it has analyzed the reality and problems of grid governance of that community.According to the research,a series of weakness was found such as residents' dissatisfaction,single subjects,“over-general”functions,underdeveloped assessment and incentive mechanism.The research has also analyzed the root causes including poor quality of staff,insufficient multiple subjects,lack of community autonomy and institutional guarantee.On the other hand,this research has offered solutions,such as improving the quality of community grid staff,optimizing the efficiency and system of community grid governance and introducing multiple participation mechanism.With all the efforts,it is expected that the research can provide valuable reference for the improvement of grid governance in Longzhou Road community and the related research on community grid governance be extended vertically to certain extent.
