With the deepening of the political system reformation,how to promote the transformation of government functions,improve administrative efficiency and government credibility,become an important research topic in the field of public management.The land and resources system is an important part of our government.Its job responsibilities and work contents are related to the important aspects of economic and social development.The civil servants of Land and Resources System,as the executors of government administrative functions,their work attitude and professional identity have a significant impact on the government image and execution of land and resources system.Occupational commitment is the critical measurement of their work attitude and the main variable to improve their work performance.Therefore,there is a certain practical significance to do empirical measurement to the civil servants of the land and resources system,and to understand the status of their occupational commitments.By reading the relevant literature,this paper combs the definition of occupational commitment,theory and measurement research,formation process research,variable research,empirical research,and suggestions to improve occupational commitment,defines the concept of land and resources system civil servants and occupational commitment,and designs “Land and Resources System Civil Service Occupational Commitment Questionnaire” and randomly selects 308 civil resources system civil servants to conduct empirical research.The result shows: The current occupational commitment of civil servants in the land and resources system includes four dimensions: Obligations commitment,Career and occupational identity commitment,Opportunity cost commitment,Interest-dependent commitment.And the occupational commitment of civil servants in the land and resource system is at the middle level.The main features of the civil servants' occupational commitment to the land and resources system include: the diversity of the occupational commitment structure;the overall occupational commitment is at a moderate level;the civil servants' occupational commitment have high enthusiasm and initiative.There are obvious gaps in the occupational commitment among survey takers due to different education level,job level,tenure,age,and the regions where survey takers are from.For the fact that the occupational commitment of the Land and Resources System civil servants is not optimistic,this paper analyzes the reasons behind of the fact from the levels of individuals,the organization,and the society.From the individual level: the lack of a clear career planning and the gap between personal ideals and job reality are the main reasons;From the organizational level: the dual management mechanism of land and resources system led to a limited staff communication,the performance appraisal mechanism is imperfect,and the organizational justice needs to be improved are the reasons;From the society level: the phenomenon of blindly applying for civil servants positions due to the misguidance of public media and social opinions,and the fact that it is hard attract and retain outstanding talents under the lower pay treatment of civil servants,have led to the situation that the occupational commitment level of the Land and Resources System is not high.
