The "three supports and one assistance " is a project based on the equal emphasis on the training of talents at the grass-roots level and the service of talents at the grass-roots level,which shortage of talents in urban and rural areas,especially in the central and western regions and rural areas.Since 2006,with the in-depth implementation of the plan,the continuous innovation of service posts,the continuous improvement of personnel quality and the continuous improvement of service treatment.The " three supports and one assistance " plan has transported a number of college graduates with knowledge and skills to counties,townships and villages,which promoted the growth of the talent team and injected new impetus into the development of the grass-roots level.However,at the same time,the problem is gradually highlighted,and the recruitment of " three supports and one assistance " is facing a series of problems and dilemmas,which hinders its long-term development.Based on the long-term development of" three supports and one assistance" and the recruitment of " three supports and one assistance"talents in Y city of Shanxi Province,this paper takes the combination of in-depth interview and questionnaire survey to analyze and study the difficulties and the causes of the difficulties in recruitment,and tries to find out the effective countermeasures.Guided by the recruitment announcement,combined with the actual recruitment data and the data of" three supports and one assistance" work management information system for college graduates in China,the author conducted a questionnaire survey among college students and " three supports and one assistance" personnel,and interviewed the relevant managers.Collation research found that the recruitment of " three supports and one assistance" in Y city is facing the dilemma of unreasonable distribution of recruitment plan,inability to recruit people,lack of suitable people and inability to keep people.The author finds that the reasons for the above problems are:the recruitment plan is only inertia work,lack of necessary innovation and linkage;there are many categories of recruitment target,but the number of coverage population is greatly reduced;the establishment of job conditions is unreasonable,the proportion of opening examination is inflexible;the recruitment method is single,the subject of written examination is fixed,the interview process is too patterned;the"master examinee " brought by the popular "examination-oriented education"by the tutoring organization;low identity resulting from recruitment of on-the-job service staff,college graduates and parents of students,as well as lack of understanding of existing preferential policies.In this regard,the following points should be done in a targeted manner:in the process of making the recruitment plan,we should get rid of the inertia thinking,renew the existing working methods and ensure the rational distribution of the recruitment plan;expand the limit of the graduation years of college graduates,and effectively increase the number of the recruitment target to cover the population;optimize the recruitment link,flexibly set the recruitment conditions and the proportion of the opening examination to ensure the quality and actual effect of the recruitment of personnel;take the campus recruitment as another recruitment way and increase the quantity of talent storage;increase the propaganda,enhance the guidance of public opinion,and enhance the " three supports and one assistance " identity;strengthen flexible management,improve salary and assessment mechanism,thereby enhancing the attractiveness of the post.
