The urban resources including urban material resources,urban energy resources and urban space resources are all limited.Therefore,the expansion of urban scale and the sharp increase of urban population have led to a series of "urban diseases",such as traffic congestion,housing difficulties,water shortages and serious waste.In order to solve this series of urban development problems,the construction of smart cities has been put on the agenda.Smart city is to use internet of things,big data and other technical means to carry out intelligent management and operation of the city,its construction and research is still in the exploration stage.The protection and supervision of the public in an ideal smart city is perfect.However,limited by various conditions,the smart city still under construction has many adverse effects on the public’s personal privacy security,such as personal privacy disclosure,personal privacy theft and unreasonable use of personal privacy.With the awakening of the public’s awareness of privacy and rights protection,in the process of smart city construction with a series of privacy risks,the contradiction between the public threatened by privacy risks and the process of smart city construction has become increasingly prominent,which may lead to sharper social contradictions and make the city management more chaotic and disordered.The lack of public awareness of the privacy collection,processing and application process of smart systems in smart cities,and it is easy to generate uncertain risk perceptions,which not only hinders the construction and management of smart cities,but also undermines the stability of social order.The public’s perception of privacy risk is closely related to the privacy risk management of smart city and the follow-up development of smart city.However,some "privacy" problems that may bring serious consequences are not widely concerned in real life.Based on the psychological measurement paradigm of risk perception,the social amplification theory of risk and the privacy computing theory,this study selected individual factors(privacy disclosure experience,privacy sensitivity,and smart citizenship),government factors(privacy policy,government trust),community factors(community influence)as influential factors of initial privacy risk perception and continuous privacy risk perception.In addition,the social reduction was taken as the moderating variable to explore the relationship between individual factors,government factors,community factors and continuous risk perception.Taking the privacy disclosure behavior as the prediction variable and the initial risk perception and interest perception as the independent variables,this paper discusses the impact of initial privacy risk perception and interest perception on privacy disclosure behavior.Based on this,a conceptual model of public privacy risk perception in the context of smart city is constructed in this study.Relevant data were collected by questionnaire survey,and the collected data were analyzed and the conclusions of this study were drawn.This study found that the public’s initial and continuous perceptions of privacy risk were significantly affected by the experience of privacy disclosure,privacy sensitivity,smart citizenship,privacy policy,government trust and community influence.In addition,the results of the study indicated that social reduction has a moderating effect on privacy sensitivity,privacy policy,government trust,community influence and continuous risk perception.Besides,through the analysis of control variables,it is found that there are significant differences in the initial privacy risk perception,continuous privacy risk perception and privacy disclosure behavior of the participants based on their age,gender,educational background and occupation.Finally,based on the above conclusions,this study puts forward the relevant suggestions and countermeasures to improve the construction of public privacy risk management system in smart cities from the perspective of government. |
