Research On The Influencing Factors Of Government-civilian Interaction In Policy Implementation

With the gradual advancement of the "network democracy" trend and the implementation of the "Internet + government service" policy,government affairs micro-blog emerged at the historic moment.Government-civilian interaction based on government affairs micro-blogs help government agencies to publish policy information,understand citizens’ opinions,and provide online public services help citizens to fully express their own demands.Government affairs micro-blogs are an effective bridge between the government and citizens.Through literature research and actual observations on government affairs micro-blogs,there are various types of government-civilian interactions based on government affairs micro-blogs,such as service item interaction,policy information interaction,etc.After the promulgation of the policy,it will enter the implementation link and release policy information interaction,which will help citizens deepen understand the policy and enhance the awareness of the policy.Therefore,select its specific type of the government-civilian interaction in the implementation of policy as the research theme.This study combs the relevant theories of government-civilian interaction and the current status of research at home and abroad,and combines Unified Theory of Acceptance and Use of Technology to design an influential factor research model for government-civilian interaction in the implementation of policy.It integrates Message Requirement,Functional Requirements,Ease of Use Expectations,and Companion Influence,Policy Identification,Media Factor and Facilitating Conditions,Government-Civilian Interaction Intention as explanatory variables,and Government-Civilian Interaction Behavior as explained variables.Construct the model of this study,and put forward inquiry hypotheses,references and research content to design questionnaires and codes for data acquisition.and then explore the influencing factors of government-civilian interaction in policy implementation through data analysis.The data of this study were tested by reliability and validity test and confirmatory factor analysis,and then the correlation between demographic variablesand each latent variable was analyzed by independent sample t test and one-way analysis of variance.Pearson correlation test to examine the correlation between each latent variable,and finally use AMOS software to construct a Structural Equation Model to verify and test each influencing factor.The research results show that most of the demographic variables such as gender,age,and education have no significant correlation with each latent variable.On this basis,Structural Equation Model test is performed,and the initial model is modified according to the MI correction index to reach the appropriate model fitting value.The model results show that Message Requirement,Functional Requirements,Ease of Use Expectations,Companion Influence,Policy Identification,Media Factor,and Facilitating Conditions all have an effect on Government-Civilian Interaction Intention or Government-Civilian Interaction Behavior.All latent variables work together on Government-Civilian Interaction.At the same time,the Companion Influence significantly lower than the other variables,so the verification result is not significant.According to the Pearson correlation test,the Companion Influence has strong correlation with the remaining variables.Therefore,it can be considered that the Companion Influence indirectly affects Government-Civilian Interaction Intention or Government-Civilian Interaction Behavior through the remaining variables.Combination of endogenous and exogenous motivation dimensions constitute diverse collaborative driving dimension,forming the influencing factors of Government-Civilian Interaction Intention or Behavior,and the degree of influence of each latent variable on Government-Civilian Interaction Intention or Government-Civilian Interaction Behavior,to increase the efficiency of the government-civilian interaction and promote citizens’ satisfaction,improve the effect of policy implementation,firstly,the government should be in time to release government affairs information,and do a good job in guiding the system;reasonable observation of interactive information to accurately identify public needs;responding to demand classification and maintaining good government-civilian relations;guide citizens to participate in an orderly manner to raise awareness of policy identification.Secondly,citizens should accurately interpret policy information and effectively participate in interactions;rectify their motivations for participation and accurately express their appeals;use participation powers reasonably and observe lawful and orderly interactions.Finally,the media should cooperate with the government to create the prerequisites for interaction;the new construction of government media,optimize the interactive space;standardize the participation of newmedia,focus on interactive guidance.The government,citizens and the media have made joint efforts to continuously improve the satisfaction of citizens’ participation in interactions,standardize the government’s administrative services,and give full play to the effectiveness of government-civilian interaction.
