The Study On Public Participation In Prevention And Control Of Black And Evil Crimes In Province A

Black and evil crimes are one of the three major cancers in today's society.They are social cancers,which are the highest situation of criminal development.They have seriously affected the daily production and life of the public and affected the overall image of the region.However,it is extremely difficult to be controlled completely.It involves “big projects”of regional management and construction.The task is very arduous,which requires constant prevention and treatment to ensure the healthy development of the society as a whole.The prevention and control of black and evil crimes are closely related to everyone and require the public to actively participate and promote together.Throughout the development of black and white crime prevention and control in China for more than 30 years,the participation of the public has played a vital role,especially in making an outstanding contribution to the comprehensive promotion of the 2018 special campaign for the elimination of black and evil crimes.However,the problems of public participation,such as not wanting to participate,not darling to participate,not being able to participate,and not participating invalid,have always hampered the further prevention of black and evil crimes.This paper takes the public participation problem in the prevention and control of black crimes in A province as the research object,and uses comparative analysis,qualitative analysis,case analysis and other methods to conduct research,and uses the theory of collaborative governance,public participation ladder and political participation to guide the research.First of all,the paper clarifies the connotation and extension of public participation in black and evil crimes,and clarifies that the main participants are parties,volunteers,legal experts,nerwork and media,and non-governmental organizations.The content of participation is legislation,justice,law enforcement,and administration.This paper aslo expounds three main manifestations of black and evil crimes,and defines the necessity of public participation in black and evil crimes through Thomas decision model.Secondly,the paper summarizes the current situation of public participation in the prevention and control of black crimes in province A,and summarizes the problems of public participation,such as not wanting to participate,not darling to participate,not participating and improper participation.The reason for causing these problems ismainly the administrative vacancy of government,the lack of public participation,the defects in the basic elements such as law,mechanism platform and other defects,the assessment and supervision are not in place.Finally,making it clear that the public participation is of great significance to the prevention and control of black and evil crimes.And this paper puts forward countermeasures for the promotion of public participation with pertinence and feasibility from the aspects of government responsibility,public participation ability,basic guarantee,meichanism systerm,performace evaluation and so on.
