In the national collection and management of the constitution reform background,the tax system are playing an increasingly important role in promoting the country’s economic development,so the civil servants in the tax system decides directly determine whether the function of the tax can be fully developed and whether to provide satisfactory service for the people,therefore,the mental state,working attitude and operational level of civil servants are directly related to the national economy and the image of the government.Because of B city tax system merger established shortly,the civil servant incentive mechanism is not very mature,so there are some imperfect and unscientific problems that have greatly affected the work efficiency and service quality of the civil servants in B city tax system.Therefore,in order to better mobilize the enthusiasm of civil servants and improve the satisfaction of taxpayers,it is imperative to explore the establishment of a more reasonable and effective incentive mechanism and also is a formidable challenge.In the view of the above situation,this paper takes the civil servants of tax system of B city as the research object,selects the perspective of the civil servant management system,and studies the incentive mechanism of the tax system from four angles: the material incentive,the spiritual incentive,the ability development incentive and the career development incentive.First of all,by consulting various periodicals at home and aboard,we can learn advanced incentive theories and grasp the development status of the incentive mechanism of civil servants,understand the development prospect of this topic and the unresolved problems,for the research of this paper to provide a theoretical basis and research direction,second,from the four perspectives of material incentive,spiritual incentive and career development incentive,this paper expounds the current status and achievements of the current incentive mechanism in the tax system of B city,thirdly,by means of questionnaire survey,through reasonable and effective sample selection,conduct investigations within the city’s tax system,and to grasp the current working status of the civil servants in the tax system of B city,to understand their satisfaction with the current incentive mechanism and suggestions for improvement of existing problems,fourth,according to the survey results of the survey,the main problems of the current incentive mechanism are summarized in a factual manner,including: the low level of material incentives,the implementation of spiritual incentives is not in place,the ability to develop incentives limited,career development incentives blocked,then the main causes of these problems are analyzed in depth,finally,on the premise of the above study,based on the people-oriented principle,fair principle,efficiency first principle,timely moderate principle,using two-factor theory,equity theory,reinforcement theory,combined with the tax system of "digital personnel",put forward the concrete of the current incentive mechanism optimization and improvement measures,try to build a civil servant incentive mechanism which is dominated by career development incentive,based on ability development,guided by spiritual incentive and guaranteed by material incentive.The incentive mechanism of civil servants is the core to ensure the orderly and efficient operation of government departments,it is an inevitable requirement for accelerating the institutional reform and realizing the stable development of the national economy to continuously improve and perfect the incentive mechanism of civil servants so as to effectively promote the enthusiasm of the vast number of civil servants,is the premise of providing high quality and building a "iron tax army" capable of fighting,is an important way to improve their ability and quality to achieve better vocational development.
