General secretary Xi Jinping once said,"primary-level party organizations are the basis for all the party's work and combat effectiveness...Grassroots cadres are the closest to the masses.When the masses look at our party,they first look at them.Grassroots is the foundation of strengthening the party's governing capacity.The foundation is not solid,and the earth shakes." Grass roots are the foundation of the party's governance,the front line of government work,and the forefront of rural work.Township government is the most basic government organization in China's administrative system and the foundation of the administrative management system.Township civil servants are the most important undertakers and implementers of township work.They directly serve the community at the grassroots level,implement various state policies,and are the main force for rural revitalization.They shoulder the glorious mission of social stability,economic development,cultural prosperity,and the building of a moderately prosperous society in all respects.However,the study found that the incentive mechanism of the township civil servants,especially the remote township civil servants,was not perfect,which led to the lack of enthusiasm and initiative of some party cadres,reduced work efficiency and the satisfaction of the masses,and damaged the image of the party and the country.Academic research on the incentive mechanism of grassroots civil servants has made great achievements.Although these results for our study and analysis of remote township civil servants incentive policy to strengthen grass-roots regime,promote grass-roots governance,stable staff team,build the clerkstarts atmosphere provides a theoretical reference and practical support,but these studies mostly focus on the macro perspective,this article tries to from micro-start,in the form of case study analysis,to the remote villages and towns in the civil servant incentive problems existed in the actual description and analysis of the current to speed up the rural revitalization of the background,how to more effective incentive civil servants at the grass-roots level,further improve the work efficiency,put forward the corresponding countermeasures and Suggestions.And try to break through the limitation of region,establishment,regulations and so on,based on practice,break through the limitation,explore to establish a set of incentive mechanism to promote the development of the remote towns and villages civil servants suitable for the socialist market economy.Firstly,this paper summarizes the writing background and research significance of the topic,and expounds the content and methods of the research.Then,the relevant concepts and theoretical basis are introduced,and the important inspirations of relevant classical theories are summarized.By means of questionnaire survey and interview,this paper makes a comparative analysis of the current incentive mechanism between remote towns and ordinary towns,and finds out the problems existing in the incentive mechanism of remote towns and townships of G county,including the difficult working conditions,the defects in the salary system,the great work pressure,and the unscientific promotion mechanism.Combined the actual work and civil servant's incentive mechanism research results both at home and abroad,from strengthening financial subsidies to remote villages and towns,improve working environment,strengthen the humanistic care,nurturing localism,deepening the reform of the cadre and personnel system,etc.,put forward to strengthen rural policy Suggestions on the incentive mechanism of civil servants,hope at rural civil servant incentive problems can get the attention of the government and the social from all walks of life,further enhance the comprehensive qualities of the rural civil servants,arouse their working enthusiasm,initiative,more better service to poverty alleviation works and rural revitalization of the work.
