Since its establishment in September 1962,the resident agencies of Discipline Inspection and supervision in China have been under the dual leadership of the Discipline Inspection Commission at the same level and the Party organizations in the departments.At the Third Plenary Session of the 18 th Central Committee of the Communist Party of China,a reform requirement was put forward for unified management of the resident agencies of Discipline Inspection and supervision,whereby the Central Commission for Discipline Inspection and the local commissions for discipline inspection at all levels will exercise unified management over the people,property and goods of the resident agencies,this round of reform from the central to the local level,greatly enhanced the independence and authority of the resident agencies to perform their duties.Based on the local conditions,Y county completed the basic tasks of the reform in early 2018 and has been in operation for more than two years,with the accredited office playing an increasingly active role in the standardized operation of the supervision power.However,as a brand new reform,and with the changes in the situation and tasks of comprehensively governing the party with strict discipline and the deepening of the reform of the discipline inspection and supervision system,it also brings new pressure and challenges to the dispatched institutions to perform their duties.Based on this understanding,this article take the literature research and survey research method,a comprehensive combing the historical trace of disciplinary inspection and supervision stationed institutional reform in Y county disciplinary inspection and supervision stationed institutions under the unified administration reform the role and status quo of the research analysis,and find out the rite of the core functions of inaccurate positioning,the system construction lag,poor coordination,in weak power of ranks,supervision way a single,to evaluate the difficult problems such as lack of,and innovations in reference,on the basis of combining the theory of holistic governance,dual factors theory and knowledge of the process reengineeringtheory,Put forward the countermeasures and Suggestions in such aspects as clarifying the core function of prevention,strengthening the overall cooperation and cooperation,establishing the assessment and evaluation system,implementing the business process reengineering,and strengthening the cadre team construction.There are three points of innovation in this paper: one is the accredited institutions grand unified management reform policy,the system background,from the grassroots perspective,disciplinary inspection and supervision stationed in Y county agencies in the actual operation of the new situation,new problems on specific research,to establish and improve related supporting system,realize the local management innovation has carried on the beneficial thinking;Second,it tries to study the performance of the accredited agencies in the two main industries of inner-party supervision and state supervision,which is consistent with the current goal and task of improving the party and state supervision system.Thirdly,the data obtained by the research institute are detailed and concrete,and the corresponding countermeasures and Suggestions are put forward to solve the problems,which are highly operable.
