| In the face of the severe challenge of aging population,a new type of old-age support mode,"community home old-age care",has been deeply explored and put into practice,and is gradually becoming a highly respected old-age pension model in line with the national conditions of China and the trend of the international society for the aged.As far as the current study of the urban community home pension is concerned,it is mostly discussed from the macro level or from a single individual case,lacking of theoretical support system and practical experience summary.This paper reviews and defines the basic concept,characteristics and existing problems of the aged at home,and expounds the theory of welfare pluralism and Maslow’s demand theory that should be used in order to analyze the urban community home.This paper constructs an analytical framework for the problem of the aged.Then,starting from the current situation of the operation of the home retirement service center in Danxi Street,Xiangshan County,Ningbo City,through the field visits and investigations of the four community home pension service centers,namely,New Building,North Road,Yao Lin,Wenchang,etc.,This paper presents the general situation of the community home retirement service in Danxi,probes into the problems existing in the operation and the root of the system,and further clarifies the essence of the existing problems.Finally,the successful practical experience of the advanced areas in China is used for reference.This paper puts forward the effective integration of multi-resources,the realization of multi-party co-governance system of government,community,social organization,family and so on,and the implementation of individualized service and improvement of service by dividing objects.The aim and richness of supply,the improvement of community service ability,the establishment of perfect pension service standard and evaluation mechanism,and the optimization of community home pension service mode. |
