According to the sixth census data of China, the total population of our country has surpassed1,300,000,000. And the population of the people above60years old has surpassed170,000,000, accounting for the13.26%of the total population, which is over the aging society index minimum standard of10%by3.26percentage points. It is expected that the population of60years and the older will account for1/3of the population of China in2050, which achieves430,000,000. This shows that China will face the severe challenge of the aging society, The old way is facing challenge. The function of family support for the aged people is weakening because of family structure scale and demographic changes and other factors. The pension institutions cannot obtain the old people and family members esteems because of high cost lack of resources and family service. The community becomes the mainstream pattern of pension gradually because of the community’s unique human material resources and regional advantages in resources, as well as the organization has "self-education, self-management, self-service, self monitoring" function, by community organizations to provide home care services has a unique appeal, with members emotion strong cohesion, wide coverage, flexible service, rich in natural resources and small investment and many other advantages. Under the current Chinese aging background, the home retirement becomes solves the urban problems of the aged efficient path, conforms to the social development tendency.This research take Bengbu city An Xingyuan District in the elderly as the investigation case, analysis of the elderly pension wishes and needs, thus to study the community organization from which way, the way in which, for which object services, to vigorously promote the community organization in city of home care services to provide the policy suggestion. This article is divided into five chapters to research how to accelerate community organization and home pension service in city. The first chapter research the background of the home care service, ignificance and feasibility. The second chapter is on the old-age’s home core concepts and related theories, as the paper makes bedding.The third chapter analysis the old people’s will deeply through the questionnaire of Anxingyuan community.
