Analysis On Factors And Countermeasures Affecting Residents In NIMBY Conflict

Since the reform and opening up, the rapid increase of the level of urbanization, NIMBY conflict has become an intensified problems to be solved. To effectively resolve NIMBY problem, we must to affect the residents participate in NIMBY protests launches the analysis and the discussion, in order to find the breakthrough improvement and perfection of NIMBY problem of export. Therefore, the study residents to participate in the NIMBY protests factors, not only conducive to the development and enrich existing research results about NIMBY conflict, so to avoid conflict to find the corresponding point in theory, the current domestic-prone neighbor, but also to targeted explore the countermeasures for the government to respond to NIMBY protests provide new ideas.This paper selected X City incinerators event case of incineration plant nearby residents to conduct field surveys to understand the incineration plant siting NIMBY event brings. On this basis, combined with social conflict theory, theory of risk society, citizen participation theory, the theory of trust in government, governance and good governance theory, group dynamics theory, research, and analyze the type of resident participation NIMBY protests, characteristics and influence. At the same time, focusing on the use of descriptive statistics, regression analysis and correlation analysis and many other manner, for residents to participate in NIMBY protests of the main factors affecting the in-depth analysis and found that residents participate in NIMBY protests of the main factors is educated, the government behavior, the residents’ perception of independence, perceived risk and on the adjacent obstacle facilities necessary cognitive. Among them, education degree, on the adjacent to avoid necessary facilities of cognition and residents in NIMBY protests were negatively correlated, that is, the level of education higher, more understanding of the necessary facilities, participation NIMBY protests, the smaller the possibility; and government behavior and cognition of residents only independence, risk perception and residents in NIMBY protests and there was a positive correlation between that government behavior is not standardized, lower the residents’ perception of independence, perceived risk, the stronger, is more likely to participate in NIMBY protests.In this regard, through combing and analyzing the existing domestic and foreign research achievements, combined with the actual situation of our country, put forward the following countermeasures, including improving publicity, strengthening the civic education; establish and improve the NIMBY risk governance mechanism; explore new interests compensation mechanism; promote the government governance reform, improve the credibility of the government; to strengthen the construction of deliberative democracy, promote negotiation environment governance.
