The evaluation of the professional title of the Young Pioneers counselors is of great significance to promote the construction of the counselors' team and the professional and professional development of the counselors.Professional title evaluation policy is a series of legal provisions and policy system for professional title evaluation.In the process of introduction and implementation,professional title evaluation policy mainly includes the formulation of professional title evaluation policy text,the implementation of professional title evaluation policy and the supervision mechanism of professional title evaluation policy.Among them,the policy implementation is the most critical link,the policy implementation will be the policy content into the policy action important link,therefore the title appraisal policy implementation is reasonable and effective,whether has the question,regarding the title appraisal The impact of policy formulation is significant.This paper chooses Baoding City as the research object,based on Smith's policy execution theory,using the methods of literature,interview and questionnaire,this paper investigates and analyzes the status of professional title evaluation policy and professional title evaluation of Young Pioneers counselors in this city.Firstly,the paper summarizes the domestic and foreign research status on the professional title evaluation policy of Young Pioneers counselors and forms a literature review.Secondly,the interview method was used to interview 11 team counselors and 3 general counselors respectively in Baoding City to master the first-hand information.Finally,using the questionnaire method to enter the guidance teachers of Baoding City Brigade Line stratified random sampling,each district,county and county city issued 4questionnaires,a total of 84 questionnaires,71 questionnaires were recovered.At the same time,on the basis of this analysis,to understand Baoding City in the basic information of counselors,the degree and way of understanding the current professional title evaluation policy,the procedure and process of professional titleevaluation,the conditions and indicators of professional title evaluation,the effect and difference of professional title evaluation policy implementation,supervision and appeal mechanism and other policy implementation reality,and from the policy design situation,the main body of policy implementation and policy environment to sum up.Through investigation and research,it is found that the text design of the policy text of the evaluation of the professional title of the Young Pioneers counselors in this city is not scientific,the management of the main body of the policy is not in place,and the policy environment is not optimized.In view of the related problems,the main reasons are the lack of operability and particularity of policy design,the lack of communication and cooperation and supervision mechanism of policy subjects,the lack of further education and propaganda channels in the policy environment.According to the present situation,existing problems and reasons of professional title evaluation policy of Young Pioneers counselors in Baoding City,the paper puts forward some feasible suggestions.First of all,the scientific formulation of policy this article,open the assessment channels;secondly,promote the construction of departmental mechanisms,strengthen institutional security;finally To create a good policy publicity atmosphere and optimize the allocation of resources,in order to promote the effective implementation of the professional title evaluation policy of counselors and promote the professionalization and professional development of counselors' groups.
