| The junior civil servants are the responsibility undertakers and the performers of the public services,who always remain topmost and the most basic level in the government administration.The capability to perform and the service level of the junior civil servants directly represent the governing capacity and image of government.The job burnout affects both physiological and psychological health of the junior civil servants,the constancy of civil service,which consequently impacts administrative efficiency and service standard,brings impediment to the process of the governmental reform and the promotion of the national governance level.This essay,taking the domestic and foreign related documents and research as the theoretical foundation,according to the data of the questionnaires and the contents of the case interviews,takes advantage of such related theories of the public administration as Conservation of Resource Theory,Social Competence Model and Job-Person Fit Theory to conduct research and analysis the job burnout of the junior civil servants of C county of Wenzhou with different sex,age,marital status,educational background,seniority and the distance between the unit and the place of residence,to discover the job burnouts are common in C county of Wenzhou which take such different forms as physical and mental exhaustion,interpersonal apathy,lacking of responsibility and deviation of beliefs,then causing the adverse effect in terms of the mismatch of the man-post,the decreasing in stress resistance,the becoming rigid of the work pattern and the insufficient of the social support.Aiming at the origin and impaction of the junior civil servants’ job burnouts,the author puts forward nine points intervention countermeasures and suggestions from the three aspects of individual,organization and society. |
