Integrity is one of the traditional Chinese ethics. It is people’s basic principles and standards of behavior when dealing with others, and is also the government’s foundation of political. In recent years, although the government has emphasized the importance of civil service integrity, but the phenomenon has occurred frequently throughout the civil servants faithless. The journal of "Well-off in conjunction with relevant experts and institutions on empirical investigation of integrity problems of our country, selected the most unreliable five occupational groups, in which civil servants for two consecutive years to 75.3% and 80.3% of the propotionin 2006 and 2007 was selected as the integrity of the worst groups. Athough this data does not represent all public views of the civil servants, but reflect the civil service integrity improblem is rather serious. The junior civil sevants in contact with the public the most, their integrity situation not only directly affect the public’s trust in the civil servants themselves, but also affect the government’s image and credibility. So, the integrity construction of junior civil servants is the trend of the time.In recent years, the civil service integrity problem gradually attracted the interest of the domestic scholars, bur overall, the current literatures research of civil service integrity is not much. These literatures discussed the present situation of the lack of civil service integrity, causes and countermeasures in the majority. For the assessment and measurement the integrity of the index system of civil servants, sholars research results in this area are few, and index system of these literatures are mostly theoretically proposed, without refinement, not easy evaluation. Therefore, this paper from the perspective of empirical studies the junior civil service integrity index system, and through the prictical application of measuring the degree of junior civil service integrity, which not only broaden the research field and the research object of the civil service integrity, but can also provide reference to assess the level of the junior civil service integrity for government.Based on reading a lot of related literatures and refereeing previous studies, this paper has built under the first level indications of position integrity and living integrity, including six the secondary level indications of administrative efficiency, administration according to law. fairness and justice, responsibility, economic credit and social ethics. While the index system combining interviews and existing literatures, designed out specific asked items of the three level indications. After that, through the internal consistency test and exploratory factor analysis of trial investigation to elimilate some asked items do not meet the requirements, produce a formal questionnaire. Then, this paper conducted formal investigation on da zhu county junior civil service, and used AHP to get the index weight, calculated the degree of da zhu county junior civil service integrity is 76.73%, which shows that the junior civil service integrity condition overall is good. Finally, combining the results of questionnaire survey, this paper mainly from the angle of soft moral constraints and rigid systematic constraints put forward suggestion to strengthen the construction of civil service integrity.
