Study On Countermeasures To Improve The Ability To Perform Duties To Deputies Of The County-Level People’s Congresses

Among the five-level deputies to the people’s congresses in my country,the county-level people’s congress has its particularity and significance.First,the county-level,as a first-level administrative unit,has a certain scale in terms of zoning area and economic volume,and is basically independent.Furthermore,county-level deputies to the people’s congress are elected by direct election in accordance with the provisions of the "Representation Law",that is,they are directly elected by voters in the county.The deputies to the county-level people’s congress come from the masses,and they have the best understanding of the county’s situation,what the pillar industries are,and the current regional social and economic development,all of which are closely related to the work and life of the deputies to the people’s congress.It is more closely connected with the masses,what the masses are anxious about,what they expect,what they want,what they are waiting for,what they rely on,and what they want.One end is deeply integrated with the people,and the other end is connected to the administrative organs.The county-level people’s congress deputies play an important role in listening to social conditions,opposing public opinion,assisting the implementation of regional constitutions and laws,and promoting local economic,political and other aspects of production and life.The implementation of the rights and obligations of various deputies to the people’s congress is conducive to safeguarding the fundamental interests of the people,improving the work level of the administrative organs,and facilitating the smooth implementation of the decisions and deployments of the party committee and the government.The ability of county-level people’s congress deputies to perform their duties is directly related to the superiority of the regional people’s congress system and the actual effect of the above-mentioned functions.How to effectively improve the ability of county-level people’s congress deputies to perform their duties is a key topic that cannot be ignored and needs to be studied urgently.In order to further improve the ability of deputies to perform their duties at the county level,this article takes the performance of deputies to the 18th(2017-2021)people’s congress of X city(county-level city)as an example,and conducts research,interviews,data review,etc.An analysis of the performance of duties by deputies to the18 th National People’s Congress during their five-year term of office.In general,the deputies to the 18 th People’s Congress of X City can perform their duties as required and perform their duties well.However,through analysis,it was found that there are the following three problems: one is the subjective performance of the representatives;the other is the lack of ability to communicate with voters,the lack of research and practice ability,and the lack of ability to vote on the report;,lack of limited supervision;the third is the limited form of representative performance of duties and the limited material and personnel guarantees.Through in-depth analysis of the reasons for the three problems,drawing on the experience of Futian District of Shenzhen City,Binjiang District of Hangzhou City,Jiangshan City of Quzhou and other advanced regions,the following solutions are proposed to solve the predicament and improve the ability of deputies to perform their duties.The subjective aspect of deputies should be strengthened.The personal ability of deputies to the National People’s Congress will be improved,and the awareness of the deputies to perform their duties should be strengthened;in terms of duty performance supervision,it is necessary to carry out debriefing and evaluation of the deputies to the National People’s Congress,carry out evaluation and supervision of the performance of their duties during their term of office,and establish a system for the recall and resignation of deputies to the National People’s Congress;in terms of job security,it is necessary to strengthen material and personnel protection,establish a new online and offline linkage model,and improve the performance training mechanism.Through multiple measures,we can effectively improve the ability of county-level people’s congress deputies to perform their duties,maximize the advantages of the people’s congress system and the role of county-level people’s congress deputies,fully meet the realistic expectations of the people,and protect their vital interests.
