With the gradual deepening of China’s administrative reform,great changes have happened to the changes of government functions and the role of civil servants. The masses expect more on the government’s high efficiency, integrity and fairness. From view of administrative organization’s personnel division, the grass-roots civil servants accounted for more than 60% whose mental attitude and working status represent the overall image of government civil servants. To establish a high efficient government image, realize full potential and improve professionalism of the civil servants under special professional environment, government not only need to introduce more attractive policies, but also need to carry out more effective incentives. However, career planning stimulation is a high-level incentive measures throughout one’s life, government should pay great attention to it and carried it out.This paper took the civil servants’ career planning as the research perspective. With the incentive theory, it discussed the feasibility and necessity to implement civil servants’ incentive mechanisms in the perspective of career planning. Firstly, it divided the civil service career into three dimensions: the early career, mid-career, late career and analyzed the career characteristics and psychological changes of the three stages to reach the necessity and significance of career planning incentives. Secondly, it conducted a survey and research on the status of civil servants in Zhangjiakou Z institution through field visits and analyzed the current working enthusiasm and motivation status of its civil servants. It found the current predicament faced by grass-roots civil servants in their work after which the countermeasures are proposed. Finally, suggestions to implement incentive mechanisms for civil service are put forward under the perspective of the career planning according to the survey findings and research background.By analyzing the practices of civil servants’ incentives at home and abroad, this paper explored the incentives in career planning. It will help to improve the civil servants’ professional belonging, mobilize their enthusiasm and improve the organizational loyalty. Meanwhile, it will help to build a good administrative culture, attract young civil servants to join the administrative organization, input fresh blood and reserve talents to provide better and faster administrative efficiency for the masses.
