Social organizations participate in home-based care of rural communities,and promote service supply-side reform,which has become the key to enhancing farmers' well-being.The definition of the responsibility for supporting the elderly in society cannot escape the public-private debate.On the one hand,supporting parents is the filial piety of continuing family relationships.The family shoulders the natural responsibility of supporting the elderly,which can be regarded as a "private matter".On the other hand,old-age care is a people's livelihood project that governs the country.The government bears the moral responsibility of old-age care,which can also be regarded as "public affairs".With the rise of the world community revolution,social organizations have become an important force in participating in social governance.Social organizations,as the third sector,have emerged in community home-based care services.Therefore,old-age care has gradually become a "social issue".China's community home-based care is in the development stage,and is gradually being extended from cities to rural areas.However,the participation of social organizations in community home-based care is insufficient,which encounters many obstacles,especially in rural society.Rural aging has intensified,and the contradiction between supply and demand of elderly care services has become prominent.The society calls for injecting fresh blood to enhance the supply of services.Guided by national policies such as the Thirteenth Five-Year Plan,the Strategy for Rural Rejuvenation,and the Strategy for Healthy China,the government will promote resources to the rural areas and encourage social organizations to participate in community home-based care.Rural community home-based care is changing from wide coverage to high quality.It is the due meaning of social development to raise social organizations to be as important as the public and private sectors.Strengthening the participation ability of social organizations is the basic requirement to upgrade the quality of community home-based care.Giving play to the value of old-age care services of social organizations is the essential requirement for improving farmers' old-age welfare.The article adopts research methods of literature research method and field survey method.By studying the development experience of developed areas,the operation mechanism of community home-based care,the reason for participation of social organizations,the status quo of participation,the difficulty of participation,andthe countermeasures for participation are explored.Firstly,it combs the policy context and stage characteristics of home-based old-age care,and defines the relevant concepts of "public" and "private" in community home-based old-age care,social organization,and old-age care.Among them,the home care policy is divided into four stages,which are the budding period starting from 1982(1982-1994),the starting period starting from 1995(1995-2004),the transition period starting from 2005(2005-2007),and the initial development period from starting 2008(2008-).Secondly,it introduces the theoretical basis of the theory of welfare pluralism and public-private cooperation,and analyzes related research on the participation of social organizations for the elderly within and outside the region.Thirdly,it explores the realistic basis of social organizations 'participation in community home-based care in rural areas,and summarizes them as the objective existence of weakening farmers' sense of gain for the aged under the public-private paradox,the objective need to improve the supply of the elderly,and the rise of social organizations.Fourthly,the operation status of social organizations participating in community home-based care in rural areas is studied,including a sample profile of Yuhang District,Hangzhou,the operating mechanism and service examples of social organization participation.Fifth,it analyzes the dilemma of social organizations participating in community home-based care in rural areas,including the "tension" between social incubation and actual needs,the "absence" between management norms and practical operations,the“gap”between implementation of supervision and guarantee of service,the“short board” between self-construction and sustainable development,and “lag” between brand creation and innovation ability.Sixth,in response to the shortcomings,five suggestions are proposed for social organizations to participate in community home-based care in rural areas.They are the implementation of service standard construction on the order path;the establishment of a multi-subject collaborative governance partnership on the cooperation path;the creation of a diversified reciprocal platform on the assistance path;the establishment of a regional brand for the benefit of the innovation path;the implementation of a long-term crisis on the protection path management.The study concludes that the overall character of community home-based care in rural areas is public-private duality.Social organizations participating in community home-based care in rural areas should have a clear functional positioning,grasp the rural nature,seize development opportunities,and unite the public and private sectors to promote the development of farmers' old-age welfare.
