Study On The Problems And Countermeasures Of Multi Subjects Participating In Community Governance

According to the report of the 19th National Congress of the Communist Party of China,we must establish a social governance model based on collaboration,participation and common interests.We will set up institution building in social governance and improve the law-based social governance model under which Party committees exercise leadership,government assumes responsibility,non-governmental actors provide assistance,and the public get involved.We will strengthen public participation and rule of law in social governance,and make such governance smarter and more specialized.We will improve mechanism for preventing and defusing social tensions,and properly handle problems among the people.Community is the basic component of city,and community governance is the key link of city management.In order to improve the efficiency of social management,consolidate the achievements of social management,and strengthen and innovate social management,we must take community governance as a breakthrough,and introduce the multi-subject participation,bring in more efficient community governance methods,while highlight people's main body status.Nowadays,as we have entered a new era of socialism,the traditional model of community governance dominated by the government as a single subject has obviously not adapted to the pace of social and economic development,and it is difficult to meet the increasingly complex needs of the community masses.Therefore,it is the trend and the only way of social governance to pay attention to "governance" and advocate the government to "reduce the burden" from "monopolizing" to "multi governance".Strengthen the construction of community governance system,give full play to the significance of community governance for social management,gradually transfer the "heavy stick" of social governance to the grass-roots level,build bridges between society,government and residents,and promote the transformation of traditional community governance mode.The management,service and security that used to be affiliated with the unit are gradually separated from the deepening reform of state-owned enterprises,and gradually transferred from the unit to the community.The original "closed" unit is in transition to the open community system.In terms of social roles,the “unit people” are transformed into the “community people”.In the process of social management,the community is the most important part,and the community becomes an important carrier of social management,the harmony and stability of society,the level of economic development and the embodiment of government governance are closely related to the level of community governance.Based on the concept of community,governance,community governance and multi-subject cooperation,this paper takes cooperative game theory,“multi-center governance” theory,new public service theory and governance-good governance theory as theoretical basis,using literature research and field investigation methods to deeply study the basic situation of multi-subject participation in community governance in Yuhu District,Xiangtan City,and the main actions taken at present methods and the results were analyzed.At present,there are multiple subjects participate in community governance in Yuhu District of Xiangtan City,including government,community party branches,community autonomy organizations,social organizations,law enforcement as well as community residents,which further improves the quality of community service,the level of community management and the space for community development.However,there are many problems in the function integration,the public service provision,the interactive cooperation,the information sharing and the process supervision.Therefore,in order to optimize the structure,method and effect of multiple subjects' participation in community governance,this paper puts forward the corresponding countermeasures from the aspects of improving the system of laws and regulations,promoting the innovation of governance system,enhancing the ability of collaborative governance,and building the incentive and supervision mechanism.
