Study On The Difficulties And Countermeasures Of Multi-subject Participation In Community Governance

Social governance is part of the system of state governance,modern social governance calls for the participation of multiple stakeholders such as the government,society and the public,improving and innovating the governance capacity and improving the multi-governance system are important ways to build a co-governance and shared social community.Society is made up of many communities,so the community governance ability also reflects the governance level of the society.Community governance goal is to build a hanppiness home which include civilized and harmonious,beautiful environment and co-governance and sharing,It shows the publicity and sociality of community space to People’s Daily life,As social mobility increases,and the complex changes of community residents needs,the traditional single community management model has been unable to adapt to the development requirements of the times,Guiding the multi-subjects to participate in the management of community public affairs in an orderly way is an important way to meet their needs and obtain practical benefits.Taking G community in xi ’an city as an example,this paper explains the basic concept and related theories of community governance,analyzes the current situation of multi-subject participation in G community governance,and finds that the multi-subject encounters many difficulties in the process of participation,Such as insufficient government guidance for community self-government;lack of governance capacity of the community itself;lack of motivation to participate in property and jurisdiction units;passive role of community social organizations;lack of participation channels and motivation of residents in the community;less interaction between multiple subjects in community governance,etc..By analyzing the reasons for the dilemma of multi-agent participation in community governance,and on the basis of drawing on domestic and foreign research results,it proposes corresponding countermeasures from four aspects,namely,activating the model of multi-agent participation in community governance;giving play to the complementary functions of multi-agent advantages;and continuously expanding Resident community participation scope;construct a benign interactive network with multiple subjects participating in community governance,etc.So that the level of community governance can be comprehensively improved,the community can play a greater role.
